Dear Mr. Wingard:

It is my understanding that at a recent informal meeting with the Springfield
City Council held in Salem, you agreed to sign a street light improvement agree-
ment for property owned by you at 3001 Main Street in Springfield. Enclosed is
an improvement agreement for street lights on Main Street. Please execute the
improvement agreement and return it to the Springfield Planning Department at
4th and North lA' Streets in Springfield.
You also reportedly agreed to the placement of sidewalks adjacent to Main
Street at the time your neighbor to the east installs sidewalks along Main Street
eastward from your property to 32nd Street, The ~onditional Use Permit for Frederick
Frey on your property requires the actual installation of sidewalks along Main Street
rather than the signing of an improvement agreement; however, the Planning Com-
mission will want to discuss your signing an improvement agreement in lieu of
actual placement of the sidewalks. I'll get a letter to you after the Planning
Commission has discussed and made a decision on the sidewalk issue at their
February 14th meeting.
