Re: Your Prop~rty Located At 3001 Main Street,
Leased By Frederick Frey
Dear Senator Wingard:
This will supplement previous letters to you dated October 4,
1978, October 9, 1978,' November 6, 1978, and February 12, 1979,
regarding your lease to Frederick Frey of the premises at
3001 Main Street" Springfield, Oregon.
Please find enclosed for your review and execution an original
and one copy of an Improvement Agreement which must be
executed in order to comply with the terms of the Conditional
Use Permit issued by the City of Springfield which allows Mr.
Frey to continue operation of an auto towing service on your
property.
The Improvement Agreement documents your compliance with the
requirement to pay for the installation of sidewalks on your
premises at the time the sidewalks are installed on adjacent
property. The Improvement Agreement further documents your
compliance with the requirement to pay for the construction of
street lights at the time the City initiates a street light
improvement project for adjacent sections of Main Street.
As noted in earlier letters, the execution of this Improvement
Agreement by your lessee, Mr. Frederick Frey, is not acceptable~
The agreement must be signed by you, the property owner. Unless
you execute this agreement and return it to this office in the
stamped self addressed envelope which has been provided, by
May 1, 1979, it is probable that the Planning Commission will
revoke the Conditional Use Permit.
Thank you for your anticipated courtesy and cooperation.

In order to expedite this matter, I have taken the liberty
of sending a duplicate of this letter and a duplicate set
of the Improvement Agreement to your home residence in Eugene.
Wherever you receive this Improvement Agreement, please
execute one copy by signing your name in the space denoted as
Applicant, and by securing a notary of your signature in the.
block provided for notarization.

If you have any questions at all regarding the necessity for
your execution of this Improvement Agreement, or the manner
in which this Improvement Agreement is to be executed, please
feel free to telephone me collect at 7A6-962l.
The City recognizes that undoubtedly you are extremely busy
with legislative matters, however, we believe that we have
been more than fair in providing ample time for either you or
your representative to comply with the requirements of the
Conditional Use Permit. In .order for Mr. Frey to continue the
auto towing service on your premises at 3001 llain Street,
Springfield, Oregon, the requirements of the Conditional Use
permi t must' be met. The Planning Commission has directed
that such compliance must be obtained not later than May 1, 1979.
