Listed below are our corilments for the above referenced development proposal:
I, The proposed development is within the Springfield city limits and will receive water service
from the Springfield Utility Board (SUB).
2. All new public water system facilities and modifications to water system facilitics both inside and
adjacent to the proposed development must meet SUB Water Division specifications.
3, Size of waterline and other facilities, including water meters, must meet the needs of the SUB
Water Division and the long-range needs of the City, These needs include, but are not limited to,
meter location and access, sizes of water distribution and transmission lines, pumping facilities,
and communication lines. .
The plans show a new water service to the site from Gateway Street. The proposed water service
location will require that the City of Springfield grant SUB an encroachmcnt permit to cut
Gateway Street. An alternate point of water service connection may be required if the City will
not grant a permit.
4. Water service facilities will be installed upon collection of development charges, Development
policies and charges idcntified in this letter are subject to change, Actual charges will be those in
effect at the time water service is requested.
5. Springfield has sev"'l'a1 wellhead protection areas. Ninetyperc"ent of Springfield's drinking water
comes from wells, ill every instance, care shall be taken to prevent groundwater contamination.
Contractors/developers/owners shall be responsible for the safe handling and storage of
chemicals, petroleum products, fertilizers, and the prevention of groundwater and storm water .
runoff contamination.
Special requirements may be necessary for groundwater protection at this development. Contact
Amy Chinitz at Springfield Utility Board Water Division for details at 726-2396.

Dear Andy,
The proposed Gateway/L TD project is within the adopted Drinking Water Protection Area.
This property overlies portions of the 20 year time-of-travel (TOT) zone and the zone of
contribution to the Sports Way Well, This area is highly susceptible to cantamination from
chemicals that may be spilled or leaked onto the ground surface, Special precautions,
including the safe handling and storage of chemicals, will be required during construction to
prevent groundwater contamination. Any chemical spills or leaks must be cleaned up
immediately and cleanup materials disposed off-site and in accordance with Lane County
and DEQ requirements. In every case, care shall be taken to prevent groundwater
contamination.
GUIDELINES FOR CONSTRUCTION
Chemical handling, storage, and use: Contractors/developers shall be responsible for the
safe handling and storage of chemicals, petroleum products, and fertilizers and the
prevention of groundwater and stonn water runoff contamination. Chemicals used during
construction, including paint and cleaning materials/wastes, must not enter the soil or be
washed into the storm water system, All chemicals should be stored in adequate.secondary
containment.
Equipment maintenanceandfue/ing: Precautions must be taken to prevent fluid-containing
equipment located outside from leaking, including providing a dedicated area for fueling
and maintenance of equipment. This area should be prepared and maintained in a way that
prevents spills or leaks from migrating to the soil or storm water drainage system,
Because storm water recharges the aquifer, SUB requests that wellhead protection signs be
placed at.the construction site and permanently at the bus shelters to alert contractors,
subcontractors, and others to the importance of reporting and cleaning up any spills (sign
