The Transportation Division has reviewed the materials provided with the subject application, D.ue to the nature of the application, our comments are limited to the key issues outlined below, Please advise if additional input is needed. Transnortation Svstern Irnnacts . The applicant proposes to modifY existing transportation faCilities on Gateway Street.as . described below, . .. .(i 1) Widen approximately 360 lineal feet of Gateway Street 10-11 feet westward to create on-street space for southb~und L TD buses to stop at tIie proposed new station, 2) Re-a1ign the existing public sidewalk within the widened section of Gateway Street to provide pedestrian access to the station while maintaining its existing function of serving through pedestrian traffic along Gateway Street. 3) ModifY the Gateway/Oakda1e intersection and traffic signal to: . provide a protected movement for northbound buses exiting the station to enter Gateway Street, . . . allow interruption of southbound Gateway traffic at Oakda1e to facilitate southbound buses leaving the station platform and reentering the traffic stream; and ' . . allow southbound buses leaving the station p1atforln to place a call for service at the Gateway/South Mall Driveway, Some elements of the modified traffic signal would be located outside the expanded Gateway Street right-of-way on the Gateway Mall property, The applicant submitted a Traffic Impact Analysis (TIA) that anaiyzed impacts of the proposed station operation on levels of service at the Gateway/North Mall Driveway, Gateway/Oakdale and Gateway/South Mall Driveway traffic signals. The TIA concluded that.the proposed station construction and operation would not cause.the studied interseCtion to exceed applicable mobility standards or create unsafe traffic queuing" conditions in 2008,' . Recommended Conditions: 1) Provide a recorded Public Access Easement over any areas where public sidewalks are to be located on private property. .. . 2) Provide recorded Easements that give City of Springfield the rights to access and maintain all traffi(; signal equipment that is proposed to be located on private property. All such additions and modifications shall be subject to the city's Public Improvement Project (PIP) permitting, review and approval process. Final design details shall.be resolved during PIP review. 4) Nothing in this land-use decision constitutes approval for a specific traffic signal timing or operational plan.
