SANITARY SEWER Finding: Scope of work does not include modifications to the existing Sanltary sewer(s); . l- therefore, no conditions will be necessary regarding sanitary sewer. .~ , STORMW ATER MANAGEMENT Finding: Section 4.3-11 O.B of the SDC requires that the Approval Authotitr shall grant development approval only where adequate public and/or private storm water management systems provisions have been made as determined by the Public Works Director, consistent with the Engineering Design Standards and Procedures Manual (EDSPM), t Finding: Section 4.3-110,D of the SDC requires that run-off from a deve1dpment shall be directed to an approved stormwater management system with sufficient c~iJacity to accept the discharge, Finding: Section 4.3-11 O,j; of the SDC requires new developments to emp,loy drainage management practices, which minimize the amount and rate of surface water run-off into receiving streams, and which promote water quality. ." Finding: On th~ private property area, the changes to the ~xisting impervi6us surfaces and resulting site drainage is insignificant and therefore existing drainage system can be ,~ maintained with no need for upgrades. The covered walkway area will dra,in to weep holes into curb and to pavement area that ultimately drainS to existing are~: drains in the existing parking lot. Since walk way roof area is narrow, and where changes to the . existing impervious areas are insignificant, the proposed modifications wi1,1 be acceptable and no further conditions will be necessary. SIDEWALKS & IMPROVEMENT AGREEMENTS Finding: The applicant has proposed construction of sidewalks and modifications to the curb and gutter along the Gateway Street frontage to accommodate the bus traffic and includes minor modifications to the existing storm system. Tbe proposed 'modifications . . appear to comply with City codes and standards. Condition: Prior to commencing work in the public right-of-way, the applicant shall , obtain, through Public Works Department, a Public Improvement Permit. .: Please refer to Chapter 12 Of the City of Springfield Engineering Design Standards and Rrocedures Manual for the detailed requirements for this permit. EASEMENTS AND RIGHTS OF WAY Finding: Section 4.3" 140,A of the SDC requires applicants proposing developments make arrangements with the City and each utility provider for the dedication of utility easements necessary to fully service the development or land beyond the development area, The minimum width for public utility easements adjacent to street rights of ways shall be 7 feet.rTbe minimum width for all other public utility easements shall be 7 feet. The Public Works Director may require a larger easement to allow for addquate maintenance. Finding: The plans indicate private uses including bus shelters encroaching into the. public right-of-way, . 'i Condition: Prior to approval of the Final Site Plan, the applicant shall obt)tin approval and execute aRight -Of-Way Use Agreement with the City of Springfield for all proposed private uses that include LTD structure encroachments into public righhof-way.
