SUBJECT: ZON2009-00020, Slayden Construction Group, 120 unit apartment complex
The subject appliCation concerns conceptual plans for a ]20 unit apartment complex
Applicant's Questions Regarding Public Works:
]. What are the Public Works requirements for this project(improvements/sewer/water/etc)?
A Traffic Imgact Analysis will be required for a development of this size. .
Currently 67'St has 2/3 street improvements and is currently listed as a collector street. The
proposed development would require full width improvements, meaning that the site's frontage
on 67th St wo~ld need sidewalk, curb and gutter and full width paving.
There is all existing 8". Sanitary line in 67thSt. The site is served by a cleanout at the
northeast cornbr that could be utilized for service to the apartment buildings. The city of
Springfield also requires that all trash enclosures be covered and plwnbed to sanitary sewer.
Capacity problems are not anticipated currently in the existing 8" line in 67th that serves the site.
Stormwater runoff from the site currently empties into a drain line in Main Street with
limited capacity. Due to the proposed increase in impervious area for the development some
form ofvolwne management will be required. This can include detention, infiltration and
retention or some combination of these.
In addition to vo]wne control, stormwater quality measures are also required. 50% or more
of non building rooftop impervious area must be treated vegetatively if possible and
mechanically if vegetative treatment is not feasible, 100% of non building rooftop impervious
area must be pretreated before discharge into the public system. Building rooftop runoff may be
discharged directly into the storm system without treatment for quality, but the volwne
requirement must still be met.
The proposed iayout appears to have ample room around the parking lots and buildings to meet
both requirements with surface treatments. Most developments have found that the stormwater
quality treatments substantially reduce runoff amounts and lessen or eliminate the need for
volwne control. Iffeasible for the development, permeable paving surfaces that would increase
infiltration wollld function well to reduce both of the above stormwater runoff requirements.
The site is outside any wellhead protection area. SUB will provide details on existed water
supply in this area.

2. Does the proposed apartment layout meet Code requirements for development within the
Medium Den~ity Residential zone (density/setbacks)?
To be answered primarily by planning. The site does contain designated wetlands that will need
to be delineated and have setbacks established. It appears that the proposed]ayout may not
. .
impact the designated area, and if it does that adjustment to the layout are possible. Stormwater
runoff may be dis'charged to the wetlands after it has received quality treatment.
3. What are the requirements for tree removal on the site?
To remove more than 5 trees a tree felling permit needs to be submitted thlOugh the planning
department. Hull requirements are listed in section 5.19-]00 of the SDC. Outside of the
wetlandsarea'and setback there does not appear to be any public work concerns with tree felling
as required for development. However, effort should be made to avoid unnecessary tree felling,
especially around the perimeter of the lot and along the streets.
4. Are there any natural hazards (wetlands/riparian corridor) on the site?
There is locally significant wetland that follows the wash that goes through the site. Details for
this are located in 4.3-117 ofthe SDC. A 25' setback is required for locally significant wetlands
from the edge"ofthe inventoried edge of the wetlands.
5. ,Are there going to be any issues with the school district related to this ar:ea and/or project?
