PROJECT MAN^GER~' r l ANN E R S August 11,2008 Mike Spaeth District Manager Oregon Dept of Transportation 644 "A" Street Springfield, OR 97477 Dear Mike: In prep.iration for our Wednesday meeting, I have prepared an analysis ofth.e issues relating to the full use of the proposed Enterprise rental car facility at the intersection of 44th and Main Street in Springfield. For this analysis, a WB-67 truck is used, with an l8-foot ramp for loading and unloading vehicles. Drawing #1 shows the necessary tumingmovement for a WB-67 trailer carrying rental cars to be unloaded on the site. This drawing is important, as it shows the position ofa truck as it enters the site and its proximity to the sides of the pinch point mid-way into the site. The location of the truck in Drawing #2 is predicated on the constraints in Drawing #1. If the truck is parked in this location or any location closer to 44th Street, it would be impossible for a passenger car entering from 44th Street to use any of the designated parking areas for this site. It also shows that access from the back of the site to the wash facility would not be possible. .' Drawing #2 shows the truck parked as far into the site as possible without extending into the right-of-way line. The hatched portion at the rear of the truck represents the 18-foot ramp .that is used to load and unload vehicles. It shows approximately 10.5 feet from the edge of this ramp to the northemmostparking space. The two northernniost parking spaces are virtually inaccessible to anyone entering the site from 44th Street. This 10.5 feet barely allows'a vehicle to pass beside. In reality,' trucks cannot' position themselves as accurately as the graphical model used for the draWings. Drawing #1 places the vehicle as close as possible to the projecting corner into the site. If the truck driver tries to avoid the pinch point by two feet, then the 10.5-foot clearance becomes closer to 8.5 feet, which is too tight for comfort for many drivers. The position of the truck, as illustrated in Drawing #2, makes it difficult to .access or use the rental vehicles. The AutoTurn drawings we submitted earlier seemed to indicate that there was sufficient width next to the truck to permit driveway entry, a closer analysis showing the ramp necessary for loading and unloading indicates that, given variations of truck patterns, motorists wanting to use the available parking in the front would be unable to use the parking facility available. . RE: Enterprise Rent-a-Car August 11, 2008 Page 2 We have indicated the automobile turning movements required for an automobile entering on 44th Street to use the designated parking stalls. Most of the stalls would be. unavailable without substantial maneuvering. Based on the AutoTurn analysis, limiting the site to right turn only would seriously restrict the use of the site during times when vehicles are being delivered or removed. Drawing #3 shows proposed driveway widths to accommodate truck movements onto and off of the site. We would, of course, be willing to modify this design, based on your recommendations. .
