They have committed to allow us a truck exit only access to Main Street and to act "quickly" to give the permit but I am not sure what "quickly" means. I submitted the permit application to them on October 16, 2008 (same day I submitted final site plans to you) and I also called them (David Warren) the next day to discuss the application. I left a message with David Warren, the design engineer in Salem who had made some comments on what could be approved in the application that was denied earlier this year. He never has called me back, apparently wanting local ODOT staff to deal with me. I didn't know that and so consequently, it wasn't until I called the local people last week that I got any response from them. This week I made a few more calls and finally have a list of items that are needed to make the application complete and had a chance to talk to them about the design questions I had when I submitted the application. That to me wasn't acting quickly but maybe it is to them. I think the only design issue left to resolve with them is whether to use a mountable curb on Main Street in the access to discourage people from using the access to enter the site and maybe how or where to place signs. I don't think there is anything that will affect the agreement or the site plans submitted to you, We could wait until next week if you want and allow time to determine if ODOT has any other issues with location or whatever that may affect the site agreement. We could call them and see if they will commit to the location and width.
