Ava Joubert with Enterprise Rent-A-Car informed me that they are resubmitting their Final Site Plan and hopeful
that ODOT will not oppose their submittal. Jim and I can give you background about the journey Jhat brings us to
this juncture, but it is a long and twisted story. In short, Mayor Leiken has assisted us in trying to'get ODOT to
make a more reasoned decision than the one the agency made, which was a denial for a .right-in(right-o'ut onto
Main Street. The resubmittal you'll be looking at will, I believe, provide for right-out only, and be limited to truck
use only. Enterprise has indicated it will be reluctantly accepting ODOT's decision even though attorney Mike
Robinson reviewed ODOT's ruling and said an appeal could reverse it.
Now, with this background and months of delay... I want to express DSD's ongoing sympathy for Enterprise by
doing everything we can to move this final approval along as expeditiously as possible. Please introduce your

... and treat review of the Final Site Plan as if this were the tail end of an "expedited review" process for DSD.
Plea~e work with Jackie Murdoch and discuss issuing the building permit prior to approv<;ll of theifinal site plan if .
this is possible. I'm thinking there is a way we can do this if Enterprise signs a hold-harmless release that would
function as their guarantee to complete the Final Site Plan approval process and any appurtenant conditions.
Enterprise is eager to gelon with this project and we share this as the site is blighted and begging for
redevelopment.
Thanks Andy. I'm relieved you are processing this as it has already received considerable, high-level attention
from those of us at the City. I know you'll give this the attention it deserves.

I wanted to let you know that our Final Site Plan will be submitted to the City of Springfield tomorrow. This is the
same plan that we are submitting to ODOT that hopefully they will approve. What would be our turn around time
to obtain our building permit? We are anxious to put a shovel in the ground!
