Subject: Final Site Inspection: Enterprise Rent A Car, Springfield
Springfield Planning conducted a final site inspection of the Enterprise Rent ACar site at 4396 Main Street yesterday.
The site landscaping and outside improvements are substantially complete, and the installed landscaping is generally
consistent with the approved Final Site Plan. There are some deviations from the approved landscaping plan that are
inconsequential, and a few that are noteworthy, The plant tags had been removed from the installed vegetation, which
hirdered species identification and comparison with the approved landscaping plan. Additionally, during random checks
of the installed shrubsalong the western boundary ofthe parking lot, it was discovered that some shrubs appear to have
been planted directly into bark mulch and not soil. The long-term viability of these plants is questionable without a
suitable growing medium (see attached pictures). Sloughing of soil and bark mulch on the western edge of the parking
lot also may be an ongoing maintenance issue due to the grading interface with the adjacent property,
The following landscaping and parking lot issues are to be addressed by the developer:
1. The catch basin!in the northwest corner of the parking lot is clogged with sediment, and should be cleaned out
prior to initiating operations on the site.
2, The planted shrubs along the western edge of the site should be'suitably installed in a soil medium, not just
placed into bark mulch (see attached pictures),
3, There is a tree and several shrubs missing from the landscaping area at the southwest corner of the site by the
truck exit gate,'lnstallation of the tree and the missing shrubs should be completed to ensure consistency with
the approved landscaping plan.
Planning does not object to issuance of building occupancy for the project. However, please advise Planning staff when
the requested work has'been completed, A follow-up inspection is not required unless specifically requested by the
applicant,
