The Transportation Division has reviewed the materials provided with the subject
application. The recommended findings and conditions outlined below are provided for
your use in preparing the landcuse decision.
General
Findinq: The subject property is a 1.1 acre parcel located on 20th Street,. North of
Hayden Bridge Road (Map 17-03-24-00 TL 500). Approval of this proposal would
partition the property into two parcels; an existing house would remain on one of the
newly created parcels.

Findina: the subject property is located inside the Urban Growth Boundary of the .
Springfield City Limits. Abutting the subject site 20th Street is a 46' radius unimproved
gravel cul-de-sac within Lane County right of way with no curb/gutter, sidewalk or street
lighting improvements. 20th Street abutting the cul-de-sac is a 32 foot wide, paved road
with curbs on both sides. 20th Street is also provided with stormwater facilities.
Average daily traffic along this street is estimated to be less than 300 vehicle trips per
day.

Findina,: Proposed Parcel 2 has the potential to be developed with a second residential
dwelling unit. Based on ITE Land Use Code 210 (Single-Family Detached Housing)
development of this parcel with another single-family residential use would generate 10
additional vehicle trips per day and 1 PM peak-hour vehicle trip onto the surrounding
street system.

In addition, assumed development may generate pedestrian and bicycle trips.
According to the "Household" survey done by LCOG in 1994, 12.6 percent of household
trips are made by bicycle or walking and 1.8 percent are by transit bus, These trips may
have their origins or destinations at a variety of land uses, including this site.
Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals,
crosswalks,. bicycle parking and bicycle lanes.
Findino: Existing and future vehicular and pedestrian traffic created by development of
the subject property contribute to the need for paving, curb/gutter, sidewalk and street
lighting improvements on 20th.Street. The absence of sidewalk improvements abutting
the property makes construction of improvements on the property frontage economically

and techriically impractical at this time. Execution of an Improvement Agreement for
sidewalk improvements is warranted in accordance with provisions of SDC 4.2 - 105 G.

Findina,: The City of Springfield Development Code Section 4.2-105(E)(1) requires
/ dead-end streets to terminate in a cul-de-sac bulb, "hammerhead" or other design that
provides an adequate vehicular turn-around area.
J Findino: Lane County'has reviewed the proposed project and suggested that it would
be appr?~riate for the City t~ require the applicant to impr.ove the cul-d~-sac to provide
connectivity between the unimproved cul-de-sac and the Improved portlon'of 20th Street
by providing improvements to match with the existing improvements on 20th Street.
These improvements include asphalt paving with curb and gutter at the property
frontage. .
Recommended Condition: . Provide curb and gutter along the property frontage and
,/ provide asphalt paving of the cul-de-sac per city standards.
Recommended Condition: Execute and record an Improvement Agreement for sidewalk
~nd street lighting on the,20th Street cul-de-sac.
Site Access and Circulation
Findina,: Installation of driveways on a street increases the number of traffic conflict
/points. The greater number of conflict points increases the probability of traffic crashes.
-I SDC 4.2-120 stipulates that each parcel is entitled to "an approved access to ~ public
street. "
Findina: Existing site access to parcel 2 is proposed to be provided by a gravel driveway
j located at the south boundary of the site. Access to Parcel 1 is proposed to be provided
by a new driveway approach to 20th Street at the property frontage.
jRecommended Condition: Obtain County facility permits for new driveways and street
improvements as required by Lane County.
/'Recorrimended Condition: Provide and maintain adequate vision clearance triangles at
the corners of all lot driveways per SDC 4.2-120.
Findina,: Existing facilities, with the addition of the above 'conditions, are adequate to meet the
site access, driveway and vision clearance requirements of SDC 4.2-120 and 4.2-130.
Please provide a copy of the draft Decision for my review prior to issuing thefinal decision.
