McLaugWin/Helfrich partition I have reviewed the materials provided with the subject application. The recommended findings and conditions outlined bel.ow are provided for your use in preparing the land-use decision. J SANITARY SEWER Finding: The proposed subdivision will be located in Lane County, within the Springfield Urban Growth Boundary~ As such a septic system to be approved by Lane County will be a<;:ceptable at this time. STORMw ATER MANAGEMENT Finding: Se"tion 3.3-420 B.l of the SDC requires that all residential structures .} constructed within the floodplain have their lowest inhabited area be raised to I' or more. OfV€.A above the base flood elevation for that reach of the floodplain. . Condition: Finish floor elevation will need to be provided on the building plans with the base flood elevation for this parcel(s) listed clt,arly on them. In addition a deed restriction will need to be placed on these properties that list the requirement that all inhabited dwellings be l' or greater above the base flood elevation. Finding: Section 3.3-420 AA.E of the SDC requires that all a permanent monument shall J be established on land subdivided, show elevation in feet above mean sea level. The location of this monument shall be shown on the Final Plat. This monument should be located on one of the corner monuments and listed on the deed in addition to the Final Plat /. WATER OUALITY Finding: Under Federal regulation of the Clean Water Act (CWA), Endangered Species Act (ESA), and National Pollutant Discharge Elimination System (NPDES), the City of Springfield has obtained a Municipal Separate Storm Sewer System (MS4) permit A provision of this permit requires the City demonstrate efforts to reduce the pollution in urban stormwater to the Maximum Extent Practicable (MEP). I Finding: Federal and Oregon Department of Environmental QualitY (ODEQ) rules require the CitY's MS4 plan address six "Minimum Control Measures." Minimum Control Measure 5, "Post-Construction Stormwater Management for New Development and Redevelopment," applies to the proposed development Date Received: 'f!/~/}'(JlJ/" Planner: AL Finding: Section 3.02 of the City's EDSPM states the Public Works Department will ) accept, as interim design standards for stormwater quality, water quality facilities designed pursuaIit to the policies and procedures of either the City of Portland (BES), or the Clean Water Services (CWS). ? Finding: The vegetation proposed for use in the swales will serve as the primary pollutant removal mechanism for the stormwater runoff, and will remove suspended solids and pollutants through the processes of sedimentation and filtration. Satisfactory pollutant removal will occur only when the vegetation has been fully established. 1 Finding: The location of the private vegetative water quality swale (adjacent to the proposed private street) has not been clearly shown on the plan drawings. There was no inclusion of a swale detail drawing on the plan set. A discussion of swale geometry (side slopes, bottom width, longitudinal slope, etc.) was included with the preliminary stormwater drainage report. PUBLIC STREETS. STDEW ALKS & IMPROVEMENT AGREEMENTS Finding: Section 4.2-105.G.2 of the Springfield Development Code requires that whenever a proposed land division or development will increase traffic on the City street system and that development has any unimproved street frontage abutting a fully improved street, that street frontage shall be fully improved to City specifications. Exception (i) notes that in cases of unimproved streets, an Improvement Agreement shall be required as a condition of Development Approval postponing improvements until such time that a City street improvement project is initiated. I Condition: Prior to approval of the Final Plat, the applicant shall execute and record an Improvement Agreement for the bulb portion of the Cul-De-Sac for 20th Street, for curb, gutter, sidewalk, storm sewer and street lighting. UTILITIES. EASEMENTS AND RIGHTS OF'WAY Finding: The applicant has proposed a lO fo.ot public utility easements along the frontage of western property line, satisfying Section 4.3-140,A of the SDC. Condition: Prior to approval .of the Final Plat, the applicant shall record a 14' public J utility easement centered on the existing 36" storm drain line, as determined by a licensed surveyor. In the event the existing storm drain line is closer than 7' to the western . property line the easement will be 14' from the western property line. finding: The applicant is showing a 4" storm drain line to be installed to convey roof V drainage from a future house located on the proposed southern lot of the partition. No easement is shown to provide for the maintenance of this line. J Condition: Prior to approval ofthe Final Plat, the applicant shall execute and record a private utility easement 7' wide that contains the4" storm drain line within it. (The cost relates to the amount of increase in impervious surface area, transportation trip rates, and plumbing fixture units. Some exceptions apply to Springfield Urban Growth areas.) [Springfield Code Chapter II, Article II] Systems Development Charges (SDC's) will apply to the construction of buildings and site improvements within the subject site. The Charges will be based upon the rates in effect at the time of permit submittal for buildings or site improvements on each portion or phase of the development. OTHER CITY PERMITS: Encroachment Permit or Sewer Hookup Permit (working within right-of-way or public easements) example:. new tap to the public storm or sanitary sewer, or adjusting a manhole. [The current rate is $135 for processing plus applicable fees and deposits] Land & Drainage Alteration Permits (LDAP).
