2. Provide a narrative explaining the purpose of the, proposed development, the existin l
use of the property, and any additional information that may have a bearing in
determining the action to be taken. The narrative should discuss what type of'
vehicles will be rented (cars & trucks or just cars) and if any vehicles will be sold, as
well. The narrative should also include the proposed number of employees and futu 'e
expansion plans, if known. In addition, it should describe the exterior of the buildin~'
in more detail, including the colors to be used.
3. Provide complete legends on all sheets.
4. Fix setback error on sheet SD1.
5. Vision clearance areas must be provided in conformance with 4.2-130 along all site
driveways and at the intersection of Main Street and 44th Street.
6. Please indicate the type of bicycle parking racks that will be provided. In addition,
there must be a 5-foot access aisle between the wall of the building and a parked
bicycle in conformance with 4.6-145 B. Also, at least one long-term bicycle parking
.space must be provided and must conform to the standards of 4:6-145 and 4.6-150
7. Provide a Landscape Plan drawn by a landscape architect. As part of this plan,
provide a written description, including specification's, of the permanent irrigation
system unless planting areas are planted with native species. Also, list in ch,art fOnT
the proposed types of landscape materials (trees, shrubs, ground cover). Include in
the chart genus, species, common name, quantity, size, spacing and method of
planting. Street trees must be in conformance with the EDSPM. If the 10" Birch is
proposed to be removed, will anything take its place between the driveway on 44th
street and the north property line?
8. The screening fence depicted on sheet A2 shall be non-metallic and of a subtle color
(i.e. wood) to blend with surrounding vegetation as per 4.4-110 3.b. and it shall be
continuous to at least 6' above ground level on aH sides, not just where it abuts a
residential zone as per 4.4-110 A & B
9. Two elevations on sheet A2 are mislabeled as floor plans
10. Provide an on-site lighting plan as per SDC 5.17-120 H

Transportation Notes:
1. An ODOT Right-of-Way Approach permit application was turne~ in as part of this
application. It is strongly suggested that the applicant/develop.er closely coordinate
with ODOT to determine existing access conditions of Lisage, AND any future access
conditions of usage that ODOT may impose on the subject site~s Main Street 'access
due to the proposed development. .

3. While the application is "complete", the applicant/developer is alerted to the fact that
City standards for commercial driveways permit a maximum 35-feet driveway
"throat" width. As currently shown, the proposed access along' Main Street exceeds
this limit. The City is aware that the current driveway width exceeds this limit as
well, however, if future development occurs, conformance to c'ity standards shall be

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited Ian j
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information. You must indicate by eithl!r
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your Intentions regarding the provision of the missing informatio 1.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 days from the date the application was submitted for Pre-
Submi,ttal Review to provide the City with the missing information. If you refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting the 120-day clock and
begin processing the application. No new information may be submitted after the start of
the 120-day period unless accompanied by a request for an extension of the 120-day
processing time. Upon receipt of a request for extension, the City may extend the 120-day
