' Here is some feedback that you can use (or not) as you see fit. 1. Didthe notice mailed prior to the hearing include notice to the properties near the proposed modification areas? If so, it might be helpful to ensure that that information is in the record. 2. The annexation area, as initiated, includes tax lotted properties - so the annexation includes tax lotted properties owned by the City of Springfield that is developed as public right-of-way. It would be helpful to have the tax lots referenced, particularly for the assessor's office since . it will create tax code areas for the portions of the tax lotted properties annexed to the city. 3. The tax lotted properties do have assessed value according to the A&T records. There will be no'tax revenue benefits to the city because they are public owned, but there is value. 4. The official name of Rainbow is the Rainbow Water and Fire District. ,Fire services are provided to the territory within the district through contract with Springfield Fire and Life Safety. The district provides water service from Its own water source. SUB and Springfield Fire are contract service providers - the water district is the current provider of these services within its boundaries. After the annexation area is withdrawn the city, including its water provider (SUB), will provide services directly to the annexed territory. 1 Date Received:-7f /;)<hP1 Planner: AL I I' 5. The proposed modification areas are within Rainbow Water and Fire District AND the WillakenzieRural Fire Protection District. The city's code allows the co~ncil to withdraw annexing territory from the fire district concurrently with the annexation process. Was the fire district notified of the annexation and could the council include the withdrawal in tonight's action/Ordinance? If it is determined that the fire district withdrawal can happen concurrently, a finding should be modified or added to reflect the fire district withdrawal. 6. On page 6 of the staff notes, the finding under "D" says that the city'will assume "ownership. . ." of the rights-of-way. Is this really true if the right of way was deeded from an adjacent privately owned tax lot (e.g., the north end r/w)? 7. It is not necessary to include the following map in the list of maps for;the annexation areas, but I recommend that map 17-03-22-12 be red-lined and included in the Ordinance filing with the DOR and assessor's office.
