As you are aware the Martin Luther King Jr. Blvd Annexation is scheduled for Public Hearing before City Council July 6,
2009 first reading. Staff is preparing to write the AIS for this item and need your recommendation on whether or not
this should go as an "emergency", Like the Glenwood Bridge Annexation, MLK Jr. Blvd, Annexation has,been the topic of
news stories with pedestrian safety as the lead topic, Prior to Andy putting his AIS together we need to know what
direction you would like staff to take with this Annexation. If you decide that you want this to go as an "Emergency"
there are certain protocols I need to follow prior to the public hearing so we meet our notification requirements with
the Department of Revenue and Lane County Tax and Assessment,
I know it is not the 'practice of the City Council to use the Emergency Clause with Annexations, but like the Glenwood
Bridge Annexation, I thought it at least warranted an email with asking you what you would like and also comments
received by Chief Smith.
I have pasted Chief Smith comments below for your review:
Most citizens likely believe that the MLK Parkway and the roundabout at Hayden Bridge are in the City of Springfield.
Expectations of enforcement activity by Springfield Police on the parkwoy and roundabaut should be tempered
somewhat until such time as annexation occurs.
Any enforcement by Springfield Police in this orea cannot be heard in Springfield Municipal Court until such time as
annexation is completed. Enforcement activity would be referred to the Lane County Circuit Court or Lane Justice
Court, resulting in a) loss of revenue for the Municipal Court and b) exposure to overtime since those courts do not
work with the Police Department in scheduling hearings/trials.
If there is an expectation of increased immediate enforcement by SPD, I would recommend an emergency clause in the
Council Decision. If that is not the case, then I would defer to others since it has little/no impact to the Police
Department.

I will be sending out the 300' notice to the Owners and Residents by the end of this week which we are also in,serting a
Neighborhood Meeting announcement which is scheduled for June 30, 2009. In order for me to finish the notice we
need to know if we will be holding lor 2 hearings,
