Sarbur Blvd Portland, OR 97219 ~ Subject: Proposed AM - PM Hini Harket, N.E. Corner of 42nd and Hain Street, Springfield, Oregon Dear Hr. Gibbens: The Springfield Util ity Board Water Department recently reviewed the plans that were submitted for the AM - PM Mini Market and since we had not been con- tacted prior to this, you should be made aware of the costs involved with pro- viding water service to this site and the backflow prevention requirements. The water development charges have not been paid for at this site and would be due when water service is requested. I have enclosed a calculation form that ~;e use to arrive at the total estimated cost for providing water service to properties in Springfield. In the first section of the form, I assumed that you would need a 1 1/2" service to provide enough water for the Market and the irrigation system. The connection charge for a 1 1/2" service is $2,250. In section 2 of the form, I have estimated that it would cost $2,000 for us to provide the 1 1/2" service off of our 12" water main located in Main Street. This cost is an estimate and the actual construction cost would be billed against a deposit made in this amount. If construction costs were higher than t.~e estimate, a bill would be sent for the amount over and above the $2,000 .:q)o$it. If the const;.uctioi'i costs o;-e less. you would receive a refund for the difference. In section 4 of the form, existing facilities are calculated on 159' plus or minus of frontage on ~Iain Street fOt, which you would pay 1/2 ,the estimated cost of installation at $35 per foot. The total in this section is $2,782.50. If a 1 1/2" service line will be adequate for this property, the total estimated cost for water service would be $7,032.50. Generally, developers who have not previously worked in Springfield have dif- ficulty understanding the existing facilities charges that are levied for new cevelopments in Springfield. Historically, the Utility Boa'rd has not billed vacant properties when it has installed new water mains until the property is developed and requires water service. This is somewhat different from Utili- ties that are operated by ~Iunicipal governments that have the abil ity to as- sess the properties when the util ities Jre installed. As noted above, this property has not paid for the water mains laid along its frontage previously. As part of our backflow prevention program, the Springfield Utility Board re- quires that an Oregon State Health Division approved reduced pressure princi- ple backflow preventor be installed on the water service line to this type of facility. I have enclosed a copy of the typical installation drawing that we have prepared to help illustrate how these devises are required to be in- stalled in our water system. I felt that it would be important for you to be aware of these requirements so that they would not come as a surprise later after construction had begun.
