SUBJECT
CITY JOURNAL NUMBER 90-03-40. Type I Site Plan requesting approval for a change of
use from automotive motorcycle parts and servicing. The property is located at 4195
Main Street (Assessor's Map 17-02-32-32; Tax Lot 2200). The property is zoned
Community Commercial (CC); the Mid-Springfield Refinement Plan designation is
Community Commercial. The the sale motorcycle parts and motorcycle servicing use is
permitted in the CC District, however, parting out bikes requires a wrecking license.
Wrecking yards are permitted only in the ,Heavy Industrial District.
ACTION
PRELIMINARY SITE PLAN APPROVAL.
WAT NEEDS TO BE DONE TO OBTAIN FINAL SITE PLAN APPROVAL?
1. A Final Site Plan drawn to scale is required within 90 days of the date of this
letter. The following information needs to be shown:
a. Although soil cleansing is currently occurring, the area behind 4195 Main
Street is required to be paved. This can be, done within two years of the
date of this approval if there is a bond, letter of credit or other monetary
assurance that the paving will occur. Four parking spaces will need to be
shown behind the building (4195).
b. Firmly attached railroad ties or an extruded curb will be required along the
property line fronting South 42nd Street from the intersection at Main Street
to a point even with the south wall of the building (4195). This requirement
will resolve a traffic safety issue.

A simple landscape plan is required. The landscaping does not have to be
installed until South 42nd Street is fully improved. The following is
required. A five foot-wide landscape strip is required behind the property
line along South 42nd Street. Shrubs and street trees need to be shown.
Street trees (at least 6 feet high and not less than 2" in caliper) are
required at 30 foot intervals. Note: Landscaping cannot occur along the
(4195) Main Street frontage because of the grade difference and the location
of the catch basin. The landscaping requirement will incorporated into the
Improvement Agreement required in #2 below.

2. A signed Improvement Agreement is required for future improvements along the
frontage of South 42nd street. Recordation of this document is required at Lane
County at the applicant's expense.
3. A Development Agreement will need to be signed. This document will be prepared
by staff upon approval of the Final Site Plan.
APPEAL
If you wish to appeal this Type I Site Plan Review decision, you must do
days of the date of this letter. Your appeal must be in accordance
Development Code, Article 15, APPEALS.
