D::ar Ms. Purvis and ~1r. Lake:
This letter is in response to correspondence received on August 30, 1980 from
D::bra Purvis concerning a raise in my monthly rental payment.
Indeed, there are some "sure things" in this world and I too will add to
that list you have compiled...
First, I question your statement that my rent is low - compared to what?
Find me another dwelling, inhabited by humans, that you rent for. $300
and that is "comparable" to mine.
This letter is my fo:nnal notice that your proposed rent increase will indeed
cause me serious problems, so serious, in fact, that I may find it necessary
to resort to various public agencies (Health Department,. City of Springfield,
Fire D::partment, etc.) to assist me in my dilemma. You apparently aren't interested.
Allow me to list for you some of the more serious concerns, all of which have been
mentioned.repeatedly:
1. Pursuant to Springfield City Code, Ordinance Number 3851, the residence
that I rent from you must contain at least one smoke detector - installed,
in operating condition and confomng to standards set out in the above
referenced ordinance. There is none - in this large, frame, two story dwelling
with no upstairs escape route. .
2. The gas heater that provides the only source of heat has an inoperable
fan. It may'have a short in it. You have been notified of this. In addition,
the removable sides of the heater fall off and land on nearby objects due to
inability to adjust properly. You have been notified.
3. There are several other major problems I consider directly hazardous
to the health wd welfare of my children, all of which have been brought to
your attention to no avail:

. a) the frontsteps are rotten and jJ.azardous.
b) the front porch is ready to collapse.
c) the living room and dining-Lo,Qm windows are boarded up with plywood.
d) thereisa:Ji9Ie_in_the_roof the size of my fist.
e) the front upstairs J:>edroom ceiling and walls~are_damaged=from_w~.
f) the cold water fauce1:~in=the_ bath!!:!l>, <;an,_S!nly. be turned on and off-
with 'priers - this could caUse severe burns.
g) the floors, except for the kitchen, are of bare, worn, splintery wood.
h) the house was extremely dirty and in need of painting when I moved in.
I have painted five rooms at my own personal expense of labor and
materials. This was necessary for sanitation.
i) the front door is !lRlch too small for its frame - large and drafty
with cracks all arOlmd.
In addition, several months ago 'I .was notified that my rent was no longer due
on the 1st of the month - but was due on the 25th of the month. and would be
considered overdue as of the 30th. This change in the rental period has
been extremely hard since I had originally agreed to one rental term only to
have the terms change while my paycheck didn't.
Finally, you claim an increased maintenance cost has forced you to raise the
rents. I could appreciate that if a~y maintenance was apparent other than
mowing the two vacant lots seasonally and tearing down dangerous, ugly,
probably conderrmed, outbuildings. My pleas for maintenance have been
repeatedly ignored since I moved in on April 1, 1979. Some April fool.
Through all this you maintain we are important to you, that our comfort and
securi ty is "essential" to your success. Ib I measure your success by your
performance to date? By your concern?
I find it unconscionable that you would repeatedly deny my requests for the
basic necessary repairs and maintenance detailed above and only come forward
to raise my rent from $270. to $290. per month.
Yes, you certainly can help me. Why not start right now? Show me my money's
worth.
