The following items were found to be in need of repair or must be corrected before the building'is occupied for its use as a restaurant: '1. The rear building must be totally rewired. 2. The kitchen portion of the front building must be brought up to National Electrical Code. 3. Plumbing must be to Code and water tested. 4. Corridor must be one-hour construction. 5. Access must be provided to plumbing cleanout. 6. Adequate under floor ventilation must be provided. 7. All wood within six (6) inches of the ground must, be pressure treated. 8. All other conditions as per verbal. agreements with the field inspector, i.e. finish all ,walls .with 5/8'~. type.,X sheetrock. Hood vent does not have the required separation from combustible construction. 5. Change in floor levels at door ways do not comply \~ith the code. 7. All equipment has not been installed, therefore, no determination can be made. 9, Vent for old existing grease hood has not been cleaned and inspection has not been provided. Second grease hood (Not shovm on remodeling plans):. This hood does not meet the requirements for grease hoods and is not equipped with an automatic fire extinguishing system as required. 2. Parapet wall on east side is required to be one(l) hour rated, 3. Exit corridor between buildings i~ not complete: a. Ceiling does not appear to be supported in an approved manner, b. The presence of electrital conduit, water pipes and drain pipes in the unfinished corridor virtually prohibits the completion of the corridor in an approved manner. 4. The stairway steps in the storage building do not meet any section of the code. In addition, the enclosed space under the stairs shall be the same as required for one (1) hour construction. 5. The wood'shakes on false front are required to be fire retardant. I can find no evidence that the shakes used do comply with this requirement. A. M. OREGON 97477 DEPARTMENT OF PUBLIC WORKS August 24, 1976 346 MAIN STREET 747.42.2.1 Mr. Deperrio 4105 Main Street Springfield, OR 97477 Dear Mr. Deperrio: On August 18, 1976, you met with Lieutenant Inspector A,M, Matsler and myself regarding the various building code violations discovered during a recent inspection of Mr. D's Pancake House located at 4105 Main Street, At that meeting you indicated that although you fully intend to correct all violations, you are not in a position to make all of the corrections prior to such time as the restaurant is in operation and begins tc generate the r~venue necessary to help finance some of the ~orrections. Given this, you requested that the list of violations be separated into two categories: the first containing those violations that would have to be corrected before the restaurant could open, and the second con- taining those violations that could be corrected within a reasonable period of time after the restaurant is open. Since neither the Building Division nor the Fire Prevention Bureau can see any advantage to the City or its citizens in sase the project is abandoned, which could very well occur if all violations are required to be corrected at once, 'and since you have agreed to the immediate correction of all hazardous situations, we agree to grant your request. What follows are two separate lists of required corrections, Those items appearing in the first list must be corrected before the building may be occupied. Those items appearing in the second list must be corrected within one year of the date the building is first occupied. The issuance of a Certificate of Occupancy will be withheld until all corrections are made and approved by City' inspectors. Violations Requirin~ Immediate Correction 1. All exit doors in the dining area shall swing in the direction of exit travel. 2 . All electrical outlets and switch boxes must be flush with wall surfaces. All electrical wiring that is not currently in use must either termi- nate in a box with a cover, or be removed. Electrical panels must be readily accessible; covers must be hinged. All loom wire must contain a full sized ground wire. The mechanical area in the attic must be provided with a light, a light switch, and a receptacle. S.E,R. cable must be protected where penetrating walls. Kitchen grease hoods and ducts must be properly installed and provided with approved automatic extinguishing systems. Violations Requiring Correction Within One Year 1. Joist hangers (or some other approved means of support) must be provided for rafters in the corridor between the kitchen, and dining area, The door at the southwest end of the corridor opens over a step. A landing extending five feet in the direction of exit travel must be provided. A cover shall be provided for the floor drain in the corridor. All untreated wood within six inches of the soil in the crawl space must be replaced. The music control assembly should be removed from the corridor. Mechanical ventilation must be provided for the rear restroom. The attic space shall not be used for storage unless: a. A guardrail is provided at the stairwell. b. The stairs are provided with a minimum 9 inch run and a maximum , 8 inch rise, c, Handrails are provided at both sides of the stairway.
