ON No forma I i nfonnati on approval. action prior was to taken, thi s submitting a meeting was held to provide the applicant with fonnal application for Type I Site Plan Review DISCUSSION The items discussed may not include all issues which may be reviewed as part of the actual application. ' 1. Assessor's Map #17-02-32-41 ~ Tax Lot 600. The property is zoned Community Commercial (CC); the Mid-Springfield Refinement Plan designation is Community Commercial. Storage units are shipping containers that have undergone some renovation. RV storage is a gravel area located in the center of rectangle formed by the placement of the storage units. A managers office is also included with this proposal. 2. To proceed with this proposal, Type I Site Plan Review is required. The following items will be addressed at the time of Site Plan Review: .. . . ../ (a) AI I areas necessary for parking and circulation must be paved with a durable dust-free surface. The proposal does not provide paved access for the northern most storage units. The driveway should be continued across this portion of the development area from east to west. The radius on the driveways must be increased to provide sufficient maneuvering for RV's and trailers, The RV storage area does not require paving. (b) ,'The frontage of Main Street must be improved to City standardS including the elimination of substandard driveways. The western driveway does not conform ,with the COde's minimum distance separation of 150 feet from North 49th Street. It appears that this development can be adequately served by a single 40 foot driveway in the center of the property, (c) Storm and sanitary sewer are available in Main Street. The applicant's submittal included information supporting road side ditches and on-site retention of storm water. While this technique may have merit in areas where soil types allow adequate percolation, most of the soil in Springfield is characterized by it's high clay content. This type of soil traps water; it does not il low percolation. (d) The manager's office shown on the plan must provide parking at a rate of 1 space per 300 square feet of office. No information about the construction type of this office was provided, If the intent is to use a mobile home, a mobile can only be used for 12 months while construction of a permanent office is underway, A mOdular office may be used indefinitely and does not need to be replaced with a permanent structure. (el ^ backflow prevention device must be installed on the water service to this property. Please contact Chuck Davis at the Springfield Utility Board. No development/redevelopment fees wil I be charged to the proposed aevelopment area.
