A detail plans review check list which will be used for construction documents review is attached as a reference. SUBMISSION OF PLANS 1. Submit one full set of construction documents for approval including site plan, architectural, structural, mechanical, electrical, nurse call and fire alarm drawings_ FIRE AND LIFE SAFETY 2. The project shall comply with requirements of the Oregon Structural Specialty Code and the Oregon Uniform Fire Code, current editions. Alzheinl facilities shall be classified a~n SR-1 occupancy as residents are incapable of unassisted self- preservation. 4. Provide a Code Summary with completed construction documents indicating SR classification and construction type. Clearly identify smoke barrier walls, area separation walls and/or other Life Safety feature of the building. 5. All units shall have escape windows that opens directly into a public street alley, yard or exit court. 055-111 (2)(2). If operable windows are not desired, request a waiver from SDSD. 6. Insufficient information is provided on schematic plans to evaluate the Fire Life Safety design. BUILDING ACCESSIBILITY 7. Provide ADA parking serving the Alzheimer wing in the quantity required by the osse. OAR 411- 055-091. 8. All exterior pathways/accesses to the buildings common areas and entrances must be ADA accessible. Show details on completed working drawings. OAR 411-055- 091. 9. Assure that no carpet pad is specified. All floor finishes and transitions shall be ADA/OSSC accessible. OAR 411- 055-121(3)(a). 10. Handrails which comply with ADA/OSSC requirements shall be provided on one or both sides of all resident use corridors. OAR 411- 055-121 (1). Indicate on construction documents. RESIDENT UNITS 11. Design shall emphasize residential appearances. OAR 411-055-111(1)(a). 2 , 12. Windo'*hall have a minimum area o~e-tenth of the floor area of the room. Confirm conformance. OAR 411- 055-111 (2)(c). COMMON AREAS 13. Designer shall emphasize residential appearances. OAR 411- 055-111(a) 14. Provide furniture plan of dining area indicating seating for 100% of residents at one time. OAR 411- 055-111 (3)(c). 15. The dining room must provide a minimum of 15 square feet per person. Provide area calculations with completed construction documents. OAR 411- 055-111 (3)(c). 16. Lounge and activity areas shall be provided at a minimum of 15 square feet per person, Provide area calculations with completed construction documents. OAR 411- 055- 111(3)(d). ADMINISTRATION AND SUPPORT 17. A nurses call station must be provided to include door alarm annunciator, telephone, fire alarm panels, and nurse call annunciator when required. Provide low voltage drawings with construction documents. OAR 411-055-101 18.' Where is space and facilities for staff charting provided? OAR 411-055-101(2) 19. Where is secure space for confidential storage of all resident records provided? OAR 411-055-101 (1 ) 20. The medication storage room must include a counter, handwash sink (for greater than 16 residents) means of refrigeration, and locked storage. Provide plans and interior elevations with construction documents. OAR 411- 055-115(3). 3 " . . 21. Secure janitor c1oset(s) with floor receptor sink must be provided. Indicate on construction documents. Janitor closet must be large enough for storage of cleaning supplies & cleaning tools. OAR 411-055-115(2)0). 22, Indicate location of outdoor garbage can storage area, serving the unit, on construction dOCuments. If shared with the ALF, state so. 23. Staff laundry facilities shall be provided. If the ALF laundry is to be shared, show location. OAR 411- 055-155(1) 24. A separate soiled area or room is required for separate storage and handling of soiled linen. OAR 411- 055- 155(1 ). 25. A soiled to clean work flow must be maintained in the laundry. Provide detailed plan and explanation of how this is achieved. OAR 411- 055-155(1). DETAILS AND FINISHES 26. Provide door schedule with construction documents. 27. Provide finish schedule with construction documents. 28. Provide manufacturers cut sheet of proposed door hardware with construction documents. 29. Schematic drawings are not of sufficient detail to evaluate details and finishes, MECHANICAL 30. Provide HVAC and plumbing drawings with construction documents, 4 / ELECTRICA. . 31. Provide electrical drawings with construction documents. 32. . Provide nurse call catalogue specification information and description of system proposed with construction documents. 33. Provide low voltage drawings indicating door alarms, nurse call, fire alarm, smoke detection and telephones with construction documents. ALZHEIMER CARE UNITS 34. In addition to Residential care Facility Rules, Alzheimer Indorsement Rules for the Physical environment must be met. OAR 411-057-040 35. Interior design must meet requirement for high visual contrast between resident use doorways and walls, and floors and walls. OAR 411-057-040(1 )(a)(C) 36. Provide detailed drawings of secured outdoor space with construction documents. Gates must be tied to building alarm system to release when building is in an alarm mode. OAR 411- 057-040(1 )(a)(8) 37. Egress control must be approved by the building official and fire marshal having jurisdiction and comply with OAR 411- 057-040(1)(c) 38. We recommend that fire alarm strobes and horns NOT be located in resident rooms or common use areas. Alzheimer residents do not understand the alarms, and may become confused and agitated and therefore more difficult to assist in an emergency situation. The purpose of the fire alarm is to notify staff. Approval of the fire alarm system by the building official and fire marshal having jurisdiction is required. Alternative systems must offer equivalent safety and be approved by appeal. 5 ,. OTHER CO~ENTS . 1.
