FAX (541) 726-3689 www.ci.springfield.or.us March 4, 2003 Ms. Kathy Budney Multifamily Housing Representative U.S. Department of Housing and Urban Development 400 SW Sixth Ave., Suite 700 Portland, OR 97204-1632 * Subject: Site Plan Modification for Woodside Assisted Living Facility located at 4851 Main St., Springfield; Map and Tax Lot number 17-02-32-00-00901 Dear Ms. Budney, This letter is being sent in response to your request regarding whether a Site Plan Minor Modification is required for a change in use done on a portion of the above referenced property. Existing development on this site went through a Development Area Plan and Site Plan Review Process in 1998, Journal Number 1998-04-083. Site Plan Approval was granted for the construction and installation of 52 residential care facility units, 29 parking spaces and required landscaping. From the information submitted, it appears a change of use has occurred in a portion of the approved Site Plan; one of the offices has been converted into a 53ro residential care unit. This change of use does not alter the existing building footprint and results in a .75 parking space reduction of the required parking. Per Springfield Development Code (SDC) Section 31.100(2)(c), the Director may determine a Site Plan Modification is not required if the property is currently in compliance with all criteria of approval specified in SDC Section 31.060. A site visit was conducted 2-25-03 and it has been determined a Site Plan Minor Modification will not be necessary for a change of use done on a portion of this property. Although a Site Plan Minor Modification is not required, building permits may be needed and Springfield Development Charges may be necessary to mitigate for the additional residential care unit.
