Dear Mr. Gleghorn: .
At the request of the tenant, a courtesy inspection was conducted at 4535 and
4537 Main Street, Springfield,. Oregon, relative to specific items suspected to
be in violation of the Uniform Housing Code as adopted by the City of Spring-
field. The following items are in violation:
ELECTRICAL SAFETY
The electrical system has been improperly altered and maintained and constitutes
hazardous wiring as described in Section 1001(e) of the Uniform Housing Code as
adopted by the City of Springfield:
A) 4535 Main Street:
1) Rewire water heater overcurrent device through the main disconnect (60 amp
pUllout). (Section 230-82 & 230-90(2) of the lIational Electrical Code
(II.E.C.) )
2) Replace the defective light fixture in the bathroom and repair all the fixtures
to have an insulated pull chain where there are no wall switches: (Section
4l0-l8(b) of II.E.C.)
B) 4537 Main Street:
1) Install the service grounding conductor (#6 copper) to an approved ground rod.
(Section 250-92 of II.E.C.)
2) Bond the cold water system within the building (#6 copper). (Section 250-80
of II.E.C.)
3) Properly seal all open knockouts in the panel and replace all missing screws.
(Section 370-8 of II.E.C.)
4) Install an insulating grounding bushing on the service conduit into the panel.
(Section 250-72 of II.E.C.)

5) Box in open cables below panel level. (Section 336-6(b) of N.E.C.)
6) Install insulators on pull chains out of light fixtures. (Section 410(b)
of N.E.C.)
All necessary permits shall be obtained before work starts and all work shall b~ac-
complished according to applicable codes and inspected by this office. All work in
both units must be corrected by a licensed electrical contractor as specified in Sec-
tion 22-110 (l)(b) of the Oregon Electrical Standards.
SANITATION:
In addition, debris from a previously existing house has been left on the property.
This condition constitutes a violation of Section 401 of the Uniform Housing Code
as adopted by the City of Springfield relative to nuisances. The debris must be
cleaned up and removed. If the house was connected to the sanitary sewer, the sewer
must be cappe4 off at the property line. A plumbing permit must .be obtained and the
sewer cap must be inspected by this office. If the house was connected to a septic
tank, the septic tank must be pumped and filled with clean bar-run gravel or other
approved material.
Therefore, by 30 days from the date of this letter (June 29, 1980), the above stated
violations must be corrected. An inspection will be conducted on that date to ensure
compliance with the Springfield Housing Code. Your anticipated cooperation is appre-
ciated.
