RE: Recommendation of Prosecution of Mr. Hatt Ritzdorf,
4489 Main Street, Springfield, Oregon, 97477
for Violation of Section 302, Uniform Code for
Abatement of Danqerous Buildinqs.
Please find enclosed the following documents:
1. Letter dated January 20, 1982, to_ Mr.- -Matt
Ritzdorf from Sally Johnson, Environmental
Inspector, City of Springfield, and
2. Letter dated September 28, 1982, to ~rr.
Matt,Ritzdorf from this office.
Both letters make clear that Mr. Ritzdorf's property at
4489 Main Street is in violation of Section 302 of Uniform
Code for Abatement of Dangerous Buildings adopted by the
City of Springfield.
Specifically, the conditions on the property constitute a
potential public health and safety hazard. There has been
no indication that Mr. Ritzdorf has complied with any of
the requirements set forth in either Ms. Johnson's letter or
the letter from this office.
Based on the foregoing, this matter is being referred to you
for prosecution. It is recommended that you institute an
action in the Municipal Court of the City of Springfield to
compel compliance by Mr. Ritzdorf with Section 302 of the
Uniform Code for the Abatement of Dangerous Buildings.
Your attention is directed to Section 1-12-7 of the Municipal
Code which provides for the violation of any provision of
this Code or for any other ordinance of the City a fine not
exceeding $500.00 may be assessed and that every day of any
violation of this code shall constitute a separate offense.
If you need any further information regarding this matter,
please contact Sally Johnson, Department of Public Works. I
am taking the liberty of sending a copy of this memorandum to
you to l1r. Ritzdorf.

SUBJECT: Non-Compliance With The Following Cases:
1) 3816 Main Street, Chets', Auto Repair Service, Chet Wagers, violation of Section
504 (a) and Table 5-A of the Oregon State Structural Specialty Code and Fire
and Life Safety Code (S,S.C.). Chet Wagers, owner of Chets' Auto Repair Service,
was notified by Dan Smith to remove 2 windows illegally installed in his struc-
ture by October 17, 1982. (See attached September 16, 1982 letter from Dan Smith
, to Mr. Wagers.) To date, corrections have not been made.
2) 4139 Main Street, Charles Lake, violation'of Section 302 of the Uniform Code for
, the Abatement of Dangerous Buildings as adopted by the City of Springfield, Your
last letter to Mr. Lake on August 2, 1982 required that the burned house be demol-
ished by August 9, 1982, denying him another time extension, To date, demolition
has not been completed, Please advise me if you feel we should refer the case to
the Prosecutor's Office and I will send over the entire file.

1310 Market Street, George,L, and Betty J. Morris, violation of Chapter 2 of the
City Code relative to required sidewalk repair, The owners of,this property were
required to repair a portion of the sidewalk abutting their property, Repairs
have not been made.
4)
1145 Water Street, Resident, violation of Sections 5-1-1(3)(a) and (j) of the
City Code. This property has an accumulation of debris and a damaged vehicle
located in public view, An August 24, 1982 letter from this office has not
succeeded in obtaining compliance.
5)
170 North 43rd Place, R & S Trailer Park, Curt Chiapuzio, owner, violation of
Section 8.08 of the Zoning Code. Mr, Chiapuzio allowed a trailer to be added
to his trailer park without obtaining either the required park expanSion per-
mit or set-up permits. September 16 and September 27, 1982 letters to Mr.
Chiapuzio requiring corrections have both been returned marked "un-claimed".
Please send both a certified and an uncertified letter from your office to the

595 North 58th Street, Resident, violation of 5-1-1(3)(a) and (d) and 4-2-9 of
the City Code. The resident was sent an October 8, 1982 letter requiring clean-
up of household garbage, used materials and other misc. debris. The letter was
returned "unclaimed". Please send an uncertified letter to this ~ddress, If
possible, the conditions were severe enough, i.e. rat attracting conditions
and a potential health problem, that perhaps a hand delivered letter from your
office would expedite corrections,"
