Mike R. \lard 4396 Ma'in Street Springfield, Oregon 97478 RE: SANITARY SEVER DEFICIENCY AT 4396 MAIN STREET, SPRINGFIELD, OREGON Dear Mr.'and Mrs. Guy: In conjunction with the construction of the metropolitan wastewater treatment plant and subsequent improvements to Springfield's sanitary sewer systems, the City must also cause certain repairs to be made to private sanitary sewer systems. There are two,primary reasons for this action: 1) Many defects exist in the private sewer system which allow storm water to enter the sanitary sewer. As a result, millions of gallons of water that should not be entering the sanitary sewer must be treated at a great expense to the users of this facility. 2) Many of the problems that exist in the private sanitary sewer system are real or potential health hazards. Broken sewer laterals not only allow storm water to enter the sanitary sewer, but they also allow raw sewage to escape into ,the ground. In addition, faulty sewer or drain vents may also allow toxic or explosive sewer gases to enter into building. Recently, several segments of the City's sanitary sewer system were smoke tested to locate potential problem areas. The tests on specific segments of the City's sewer system, also revealed that the private sanitary sewer and/or plumbing drainage system serving your property conta'ins defects, The defect(s) are listed in the attachment. Please note that, depending on the type of defect, it is not 'always possible to specify the exact defect or its exact location. For example, whereas smoke testing may have indicated a leak in the sewer lateral, there may be several causes for the leak. There may also be several defects in the same sewer line. In these cases, although we will be able to suggest a probable cause and location, and offer as much other information as we have available, it will be' up to you (or a contractor hired by you) to locate and correct the deficiencies. Please contact Ralph Shaw of this office as soon as possible regarding this matter. Mr. Shaw is assigned to the program and will assist you in locating and identifying plumbing defects. He will also respond to your inspection requests as repair or replacement work progresses. If Mr. Shaw has not been contacted by you within 30 days, he will initiate contact.
