Subject: Conditional Use Permit Application for a security trailer at 4404 Main
Street submitted by William D. Rogers.

The trailer presently on tax lot 1000, county assessor's map 17 02 32 31,
behind the building addressed 4404 Main Street, was placed there sometime in
March 1977 by Jim Martenson. No required mobile home installation permits
were purchased and the trailer is in violation of the lot's M-2 zoning provisions.
I have also received complaints from n~ighbors stating that this trailer has
been occupied, i.e. lights on at night, children present.

On March 29, 1977, a citation was issued to Jim Martenson for the above
violations ( violation of Springfi~ld City Zoning Code, Article 17, Section 2
and Section 814-23-6001 of the State of Oregon Administrative Rules ).
His court appearance is set for July 12, 1977.
For these reasons, I recommend that a decision on the requested conditional
use permit for a seccrity trailer at 4404 Main Street be postponed until the
court hearing concerning the existing trailer has been completed.
