Creating an overflow parking lot is a possibility, but it would require a site plan review or site plan modification for the
adjacent property because it is owned by a third party. Additionally, even if it is used only occasionally, the parking lot
would have to be developed to Springfield Development Code standards with a driveway entrance, paved surface,
parking space striping, curbing around the edges, landscaping, and stormwater management facilities. A shared parking
agreement with the property owner would have to be executed and recorded at Lane County Deeds and Records.

The BLM/USFS is seeking additional parking space. OMD has asked me to ask you if the City has
constraints against using the lot immediately to the west of the AFRCC site. The lot would be graded
. and rocked for "overflow" parking.
