SUBJECT: ZON2009-00019, Boyles, Main St. Development.
The subject application concerns two different conceptual plans for a commerCial development, and
combined commerciallhigh density residential.
Applicant's Questions Regarding Public Works:
I. Zoning question.
This question will be answered by planning.
2. Will a Traffic impact Study be required for the proposed projects (Conceptual Plans A
and F)? If so, please provide a scope(s) of the required study at the DIM. Will there, be
any impacts to this site and/or a future development on this site as a result of City of
Springfield's objective of addressing pedestrian safety on Main Street.
With the concept plans submitted by the applicant and by making a few worse case
assumptions, a TIA will most likely be required. A specific scope will not be provided as this
time but it will generally include the following:
. Traffic Accident Analysis
. Transit Facilities
. Non-motorized facilities
. Trip Generation
. Trip Distribution and Assignment
. Access management
. Influence areas of intersections
. Safety of all travel modes including bikes, peds, vehicles, and mass transit'
. Projected volumes at the intersections of 51 ,I Place and 52nd Street including queue
analysis and possibly delay
The scope of this study will be more clearly refined when the applicant has determined a focus
of the development.

Pedestrian safety on any street is always a concern and will need to be addressed in this
development as well. At this point, the safety study on Main Sf is being spearheaded by ODOT
and at this point has not begun. Therefore, there are no requirements that will be implemented
from that study.
3. Is it likely that at least two full accesses from the site to Main St and 52nd St can be
maintained? If a driveway is proposed on 51" Place, is the owner required to make any
improvements to this unimproved St?
Do the existing driveways and abutting public streets have approach permits? If not, will
ODOT require the City Streets to be permitted? If so, will the city require the applicant to
apply for their approach permits for the existing local streets (52 ST and 51 PI)?
SDC 4.2-120 A states: "all developed lots/parcels shall have an approved access provided by
either direct access to a:
a) Public street or alley along the frontage of the property;
b) ...
SDC 4.2-102 B states: "Driveway access to local streets is generally encouraged in preference to
access to streets of higher classification."
From the code reference above, it is highly unlikely that the access to Main St. will be allowed
to remain. Multiple access points would most likely be permitted if they were located on the
minor streets with the assumption that one access was located on each minor road.
SDC 4.2-105 G (2) states in part that "street frontage shall be fully improved to City
specifications..." and section (c) goes on to state, "Where property has frontage on unpaved
street right-of-way, or where unpaved street right-of-way extends to a side property boundary,
the minimum level of street improvements necessary to provide for the safe and efficient
movement of vehicles and pedestrians from/to the proposed developments shall be constructed."
Based on this code requirement, the property will be required to improve the portion of 51 st
Place that abuts the property to at'least a 2/3 street.
4. Is there water, stormwater and wastewater infrastructure available adj'acent to the site
with adequate capacity to accommodate full build out of the site? Is it anticipated that
stormwater retention and/or detention will be required?
PW Engineering will answer this question.
5. Referencing the two prospective,Conceptual Plans and the relevant code requirements,
does the planning, fire and/or building department have any concerns or helpful
information regarding the proposed design? '
Transportation has no comment with regard to this question.
