MEMORANDUM Citv of Sorin2:field DATE: July 7, 2009 TO: Steve Hopkins, Planner FROM: Clayton McEachern, Civil Engineer SUBJECT: ZON2009-00019, Boyles/OBO Enterprises Mixed use/Commercial Redevelopment. The subject application concerns two different conceptual plans for a commercial development, and combined commerciaUhigh density residential. Applicant's Questions Regarding Public Works: I. Question regarding zoning, to be answered primarily by planning. 2. Will a Traffic impact Study be required for the proposed projects (Conceptual Plans A and F)? If so, please provide a scope(s) of the required study at the DIM. Will there be any impacts to this site and/or a future development on this site as a result of City of Springfield's objective of addressing pedestrian safety ,on Main Street. To Be answered by Traffic Division 3. Is it likely that at least two full accesses from the site to Main St and 52nd St can be maintained? If a driveway is proposed on 51" Place, is the owner required to make any. improvements to this unimproved St? Do the existing driveways and abutting public streets have approach permits? If not, will ODOT require the City Streets to be permitted? If so, will the city require the applicant to apply for their approach permits for the existing local streets (52 ST and 51 PI)? Access issues to be answered by traffic and ODOT representative. There are improvement agreements for all adjacent properties along 51 'I Place that would be triggered by this development. These improvements include storm drain, paving, curb and gutter, sidewalk and street lighting. This property would be responsible for the Y, width street improvements along the full frontage of 51 st PI. 4. Is there water, stormwater and wastewater infrastructure available adjacent to the site with adequate capacity to accommodate full build out of the site? Is it anticipated that stormwater retention and/or detention will be required? Date Received: 7 ~ q - crq Planner:SH ., ( This site has adequate sewer lines installed to allow full development. Due to restrictions of the plumbing code it may benefit site layout to combine tax lots. This would allow more flexibility in the design of both the storm and wastewater system. The storm system in Main Street appears to currently have sufficient capacity for normal events but may flood during high rainfall events. Some drainage mitigation measures are desired. The degree necessary will depend on the individual site design chosen and can likely be integrated with the required storm water quality requirements. I have included a stormwater scoping sheet with this response 5. Referencing the two prospective Conceptual Plans and the relevant code requirements, does the planning, fire and/or, building department have any. concerns or helpful information regarding the proposed design? Due to the preliminary nature of the plans presented the building department has limited input at this stage, The proposal includes two tax lots currently and this may influence how the various building needs to be constructed to comply with fire codes and setback requirements.
