Listed below are our comments for the above referenced development proposal: I. The proposed development is within the Springfield city limits and will receive water service from the Springfield Utility Board (SUB). . Ii i! . 2. The majority of the proposed subdivision lies between elevations 570' and 670'. These elevations are the lower and upper service boundaries for the 2nd water service level. While SUB has sufficient capacity within its syslem 10 provide water for the full development of the proposed subdivision, the existing water line located on the north side of the McKenzie'Highway is inadequate 10 supply the pressure needed for development of the second service level. Water service to the proposed subdivision would require extension of a pipeline from the waterline on the north side of McKenzie Highway and construction of a booster pump facility near McKenzie Highway. " 3. All new water syslem facilities and modifications to water system facilities both inside 'and , adjacent 10 the proposed development shall be placed in street right-of-way ata location and depth of bury that meels lhe standards of the SUB Water Division. . 4. All water facility materials shall be 10 a standard that must meet SUB Water Division specifications. . 11 5. All workmanship shall be performed to meet or exceed SUB Water Division construction standards. 6. Size of waterline and other facilities, including water meters, must meet the needs of the SUB Water Division and the long-range needs ofthe City. These needs include, P!-'t arc not limited to, meter location and access, sizes of water distribution and transmission lines, pumping facilities, and communication lines. 7. Construction expenses may be reduced with good pl,ilIlning of required water facilities, good timing of facilities installation, and joint trench opportunities. " , 8. All water meters Will be placed in public right-of-way at a location identified l!y the developer. Each lot or parcel must have its own water service. I: 9. Water service facilities will be installed upon collection of development charges. Development policies and charges identified in this letter are subject to change. Actual charges will be those in effect at the time water service is requested. I' I i( 10. Springfield has several wellhead protection areas. Ninety percent of Springfield's drinking water comes from wells. In every instance, care shall be taken to prevent groundwater contamination. Contractors/developers/owners shall be responsible for the safe handling and Jtorage of chemicals, petroleum products, fertilizers, and the preventionof groundwater lmd storm water runoff contamination.
