MEMORANDUM CitY of Soringfield DATE: June 25, 2009 TO: Andy Limbird, Urban Planner FROM: Richard Perry, Engineer-in- Training SUBJECT: ZON2009-00017 Musgrove Subdivision DIM Transportation Comments The subjectapplication involves tax lots 3702, 3704, 3705, and 3706 located at 7390 McKenzie Hwy. The applicant submitted plans to discuss creating a 30 lot subdivision rrom 4 existing lots. Applicant's Questions: 1. Are there any access issues on this portion ofthe Highway? Would widening and/or traffic control devices be a requirement? Will a traffic study be re,quired? Access to Hwy 126 is governed by ODOr. There is a current trend to minimize access points along this highway wherever possible, to accommodate safe ingress and egress. The nature of the access and the proposed development would require a TlA (Traffic Impact Analysis). Scoping of the TIA would include analysis and reco~mendations for widening along Main St. (Hwy 126), traffic control devices, street network connectivity and circulation issues. This study would be reviewed by the City Staff qnd ODOT to determine what decision would be made with respect to any application. The applicant can also use this study to propose their own design at this intersection, ie. Roundabout, traffic signal, stop control, etc. 2. Are there connecting street designs to the east and south that would dictate our development layout? Yes. The conceptual street plan shows streets to the east and south. This should be taken " into consideration when contemplating the street layout of this property. To the south lies an open ditch and an analysis should be completed to determine if viable connection could be made to the extension of Daisy St. In addition, the reserve areas for street connections to the east should be evaluated for practical connection ai.zd proportional lot size on adjacent property. 3. Are there any utility extension issues or unforeseen opportunities from the west or southwest that could be available to our development? What special permits, if any, are needed to extend these utilities within an ODOT right-of-way? What are the costs, hurdles, and timeframe for this kind of public improvement? Could you provide an indication ofthe type and scope of the required . system? Are there other options for stormwater' management? PW Engineering will answer this question. 5. Are there any hillside development issues that need to be specifically addressed or that would preclude this development? . . No. There are no standards with respect to hillside development that "I1!ould preclude this development. Chapter 7 of the City of Springfield Public Works Engineering Design Standards and Procedures Manual (EDSPM) refers to hillside develop}nent.
