The Transportation Division has reviewed the materials provided with the subject application.
The comments below are provided for your use in preparing the land-use decision.
Transnortation Svstem Imnacts
Finding: Existing access to site parking is via one 27 foot driveway onto M Street which abuts
the site to the north and one driveway onto Market'Street: The applicant is proposing to enlarge
the 27 foot driveway to 35 feet as well as create a new driveway onto M Street east of the
existing building.
Finding: Installation of driveways on a street increases the number of traffic conflict points. The
greater number of conflict points increases the probability of traffic crashes. SDC 4.2-120(A)(1)
stipulates that each parcel is entitled to "...have an approved access provided...."
Findinl!: The applicant is also proposing to offset a portion of the sidewalk from its present
position at the property line to the north five feet. A bicycle rack is proposed in the right of way.
Findinl!: The handicap ramp at the northwest comer of the intersection of Carter Lane and M
Street does not have a reciprocating handicap ramp on the south side of M Street. .
Site Access and Circulation
Findinl!: The existing access easements as shown on the site plan provide adequate connection
from the streets to the parking stalls.
Findinl!: The sidewalks and on-site pedestrian walkways provide for adequate connection from
offosite parking to the existing building.
Findin~: Shrubs are proposed to be place just outside the property line within the right of way of
M Street, and street trees are proposed to be placed in close proximity to the driveway entrance
to M Street.
Recommended Conditions:
1) Remove the bicycle stand from the right of way.
2) Construct a handicap ramp on the south side of M Street to reciprocate the
handicap ramp at the northwest corner of the intersection of Carter Lane and M
Street. Construct a north/south sidewalk from the handicap ramp to the proposed
eastlwest sidewalk on the south side of M Street. Design and construction shall

be in accordance with City of Springfield Standard Construction Specifications
and coordinated with the Engineering Division.
3) Fences, street trees and/or on-site vegetation shall be placed or relocated as
necessary to maintain adequate vision clearance triangles at the corners of all site
driveways per SDC 4.2-130. ,
4) The street trees shall be placed in accordance with Section 6.02.04 of the
Engineering Design standards and Procedures.
5) The proposed 35 foot driveway to the east of the existing building shall not be
allowed, as adequate access to the site already exists.
