,Dear Mr. Large:
At the request of the Springfield Fire Department, we recently conducted an inspection
of your manufactured housing unit which was used as a sales office at 5705 Main Street.
The inspection revealed considerable fire damage to the structural and electrical sys-
tem.
The unit is a double wide Kentwood with serial numbers KW 5187 U and KW 5187 X, State
License Plate No. X153900. The wall framing is of 2 x 4 studs @ 24" o.c. in the ex-
terior longitudinal walls and @ 16" o.c. in the remaining walls, with a single 2 x 4
top plate and light string trusses composed of 2 x 2 top and bottom chords and plywood
, panel struts.
The following items require correction if you wish to salvage the unit.
STRUCTURAL
1.
Wall framing that is burned in the exterior walls of the east bedroom (x-half of
the unit), and in the longitudinal wall between both bedrooms must be replaced.

2. The roof trusses in the same east bedroom suffered extensive damage as a result
of the fire. The trusses were engineered by the manufacturer of the mobile home.
The damaged trusses, approximately eleven, must be removed completely and replaced
with material that ~s capable of supporting the imposed loads for the supportive
span and spacing, in conformance with the State Structural Specialty Code and Fire
and Life Safety Code (S.S.C.).
3. The shear paneling on the transverse wall between the east bedroom and the living
room no longer exists on the bedroom side. The paneling must be replaced with
material, of equal to or greater shear strength than the original paneling and
fastened to the frame in conformance with the S.S.C. for imposed lateral loading.
4. Several windows and doors have broken glass and are open to the weather. They
must be replaced with appropriate double glazing to maintain minimum light and
ventilation requirements as well as weather protection.

5. Ceiling panels in the kitchen are loose and must be reattached to the
trusses in order to maintain the original structural integrity of the
unit.
ELECTRICAL
1. It appears that a substantial portion (approximately 80%) of the elec-
trical wiring and equipment was damaged by the fire to an extent that
would not warrant repairs. However, if you choose to repair the unit
and completely rewire in conformance with the State Electrical Specialty
Safety Code, the unit may be salvaged.
2. The mobile home connections for electrical service were approved for
temporary service only and were not connected in compliance with the
minimum standards of the Springfield Building Safety Code. The permit
for temporary electrical service has expired, and the service may not
be reconnected or used in its present condition.
PLUMBING
1. Plumbing and sewer connections were made to this unit without permits
or approvals. The plumbing and the sewer must be disconnected and the
sewer properly sealed, with inspection and approval by the City Plumbing
Inspector.
The unit was utilized as a commercial sales office in direct conflict with
State and City requirements. In order for a manufactured unit to be used
for commercial purposes, it must have a listing indicating that it has been
designed to meet Commensurate Federal Standards for such use. The existing
unit, which has been damaged by fire, does not comply with the above require-
ments and therefore may not be used as a sales office.
Oregon Administrative Rules (OAR) require that alterations or repairs to
a mobile home, after the initial sale by the manufacturer or dealer, must
conform to applicable S.S.C. requirements. Permits must be obtained for
the alteration or repair from the local jurisdiction enforcing such codes
(City of Springfield).
The Springfield Housing Code requires all housing to provide weather protec-
tion from the elements and dampness. The Housing Code also requires that
each dwelling unit be provided with heating facilities capable of maintaining
a temperature of 70. F. at a point 3 feet above the floor in all habitable
rooms, it further provides that all electrical equipment, wiring and appli-
ances be installed and maintained in a safe manner in accordance with all
applicable laws.

The unit is presently exposed to the weather where windows and walls are
