"
TO:
FROM:
,--'.,
SUBJECT:
.
1. 5340 B Street, Ronald and Joyce Shrauger, violation of
Section 16.100(6) of the Springfield Development Code. ' The
residents are operating an automobile related business as
evidenced by many vehicles, a tow truck and a repair shop on
this residentially zoned property. A letter from this office
.has not caused any significant changes on the property.
2. 6455 1/2 Main Street, Resident, violation of 5-1-1 (3) (j) of
the Sprlngfleld Clty Code relative to the storage in public
view of inoperable vehicles. The resident has not removed or
screened an inoperable vehicle from his property after
receiving a letter from this office.
'3. 2087 North 2nd Street, Rich~rd C. and Pamela D. Wolfe,
vlolatlon of,Sectlon 16.100(6) of the Springfield Development
Code and 5-1-1 (3) (d) of the City Code. The resident
appear~ to be operating an automobile repair business out of
his hom'e and is storing car parts in publ ic view. Several
letters have been sent from this office. Mr. Wolfe complied
with the requirements of those letters at the time but it now
appears that he is back in business. Although none appear to
be inoperable, 7 to 8 Saabs are parked in front. Car parts
and miscellaneous used materials are stored in, public view
although the property has a six foot high solid fence
surrounding the back yard. Since Mr. Wolfe has been
previously notified of this violation, I'm referring the case
directly to you.

4.
780 North 28th Street, Donald J. Geissinger, violation of
5-1-1 lJ) lal ana lJ) of the City Code. We have worked with
this person for the past two to three years. Vance Freeman
has recently informed me that Mr. Geissinger has again
allowed used materials, i.e., cardboard boxes, a gigantic
pile of wood, and an inoperable truck to be visible to public
view. (During out last encounter, I allowed the wood pile to
be considered as firewood; however, it has become so hugh it
covers almost the entire backyard. I feel this condition no
longer consititutes a firewood pile and has become a public
nuisance.) The wood needs to either be removed or stored in
such a way that it is totallv screened. Since Mr. Geissinger
has been previously warned about this violation, I'm also
referring this case directly to you.
3835 E Street, Marylon Bahrenfus and Clifford Stoner,
vl0Jatlon Of Section 5-1-1 (3) (b) (d) and (j) of the City
Code. Vehicles, equipment, miscellaneous used materials and
debris exist in public view. Given the stressful situation
Mrs. Bahrenfus was faced with, we allowed more time for.
compliance. The property has been substantially improved;
however, some vehicles, appliances and miscellaneous debris
and used materials still exist on the property. A "boost"
from your office may be helpful in completing the clean up.

Joe, please check your records for a letter sent by you to
Herbert H. and Jane E. Coyner, July 3, 1985, violation of City
Code at 6787 Main Street (copy attached). Do you have a record
of this letter having been received? Apparently, the violation
was never completely corrected and the situation has
deteriorated. Please let me know so we know how to proceed.
