Subject: Courtesy Inspection at 5312 Main Street, Springfield, Oregon In response to your telephone request, the following summarizes my records on the subject inspection request: On December 30, 1986, I received a telephone call from Mr. Ralph Garrelts, residing at 5312 Main St., Apt.#8, claiming that the stair leading to his and an adjoining apartment had collapsed the night before. He claimed that previous requests to the property manager, prior to the collapse, had brought no results. He also claimed that a thermostat in his apartment was malfunctioning. Although our normal procedure is to ask the complainant to come to this office to make a written request for a Courtesy Inspection, the imminent nature of the complaint required immediate investigation to verify the claim. I therefore took an inspection request form to the complainant at the subject address. Upon arriving at the site I discovered that two workmen had already removed the stair landing and were beginning repairs. I informed them that a building permit and structural inspections wel'e required for the work they were doing, and requested that they obtain the permit within 24 hours. I then proceeded to Mr. Garrelts' apartment to obtain the inspection request. I informed Mr. Garrelts that The workmen had been requested to obtain the required permits, and that the City would verify that adequate repairs were made. Mr. Garrelts filled out the Inspection Request Form, but noted only the faulty thermostat in his application. My inspection of the thermostat indicated that it may in fact be faulty, due to the difficulty in getting it to shut off using the control dial. I subsequently talked to the propel.ty managers at Key Largo, informing them of the two problems. They responded to the request for repairs and obtained the building permit the following day. I returned to the site to inspect the repairs to the stair on Jan. 2, 1987, and noted that the stairs at the ground level were also rotted and also required repair. I left a correction notice at the property manager's office, citing the additional repairs needed. I reinspected the repairs on Jan. 7, and called the property manager's office again to discuss the repair. (Although the repair was adequate for temporary use, I informed Mr. Larry Harden that I believed the repair would not last, indicating my concern for the continued safety of the residents.) Mr. Harden stated that the repairs were indeed temporary and that they were attempting to obtain authorization from the property owner to rebuild the stair. However, I did receive another call from Mr. Garrelts who stated that he had received a letter from the property managers giving notice to vacate due to the "required" stair replace- ment. I told Mr. Garrelts, as I subsequently told you, that I believed the stair replacement could be made expediently. You will recall that I stated my belief that the stair could be replaced in usable form within the period of a day, if all materials were on the job and precut to size and shape prior to removing the existing stair. Please keep in mind that this is my personal opinion based on ,previous experience as a contractor, and that the actual time required would also depend upon the experience and ability of the people doing the work.
