REQUIRED INSPECTIONS
It is the responsibility of the permit holder to see that all inspections are
made at the proper time. To request an inspection, call 726-3769
(recorder), state your City designated job number, job address, type of
inspection requested and when you will be ready for inspection. Requests
received before 7:00 a.m. will be made the same working day, requests made after
7:00 a.m will be made the following work day.

correct, and I further certify that any and all work performed shall be done
in accordance with the Ordinances of the City of Springfield, and the Laws
of the State of Oregon pertaining to the work described herein, and that
NO OCCUPANCY will be made of any structure without permission of the
Community Services Division, Building Safety. I further certify that only
contractors and employees who are in compliance with ORB 701.055 will be
used on this project.
I further agree to ensure that all required inspections are requested at the
proper time, that project address is readable from the street, that the
permit card is located at the front of the property, and the approved set
of plans will remain on the site at all times during construction.

Re: McKenzie State Bank Transportation SDCs
Attached is the Systems Development Charge (SDC)estimate prepared by Ken Vogeney for the
McKenzie State Bank development At the developers request we reviewed the estimate and
noted the transportation SDCs are based on all trips generated by the bank facilities. Contact was
made with Ken V ogeney to determine if the transportation SDCs could be based on only primary
trips. Per our discussion, McKenzie State Bank will not be assessed fees for pass-by trips.
The McKenzie State Bank Traffic Impact Study stated 30 percent of the site generated trips were
estimated to be pass-by trips. This estimate was based on data obtained from the :frio (T"neration
manual, 1995 published by the Institute of Transportation Engineers. A study performed at an
existing bank indicated 55 percent of the trips generated by the drive-in bank were primary trips
and 45 percent were diverted linked trips or pass-by trips. A conservative estimate of 30 percent
pass-by trips was made for this development as there is limited data available to accurately
determine the pass-by trip percentage.
As detailed in the traffic impact study, the development is projected to generate 93 total trips
during the PM peak hour. Using an estimate of30 percent pass-by trips, the development should
be assessed for 65 primary trips during the PM peak hour.
