The following list of items requires correction, clarification or additional detailing before they can be approved: I) Providc to the City of Springfield a fire safety and evacuation plan as per Oregon Fire Code. An approved fire safety and evacuation plan shall be prepared and maintained for any group E( Educational Occupancy) A fire evacuation plan and fire safety plan shall follow OFC 404.3.1 (included for vour use). 2) A manual fire alarm system shall be installed in All group E occupancies when morc than 49 children are present. OSSC 907.2.3 3) On the plans provide all occupancy numbers in each room 4) Providc egress from outside yard. Outdoor yards patios, courts, and similar outdoor areas accessible to and usable by the building occupants shall be provided with means of egress. OSSC 1004.8. 5) Allmcans of egress shall be illuminated as per OSSC 1006 6) All cgrcss doors shall side hinged swinging and swing in the direction of egress travel where serving an occupant load of 50. OSSC 1008.1.2 7) Panic hardware shall be installed on each door in a means of egress from a Group E occupancy having an occupant load of 50. OSSC 1008.1.9 8) Obstructions shall not be placed in the required width of egress. OSSC 1003.6 9) Exit signs shall conform to section 1011 OSSC 101 I 10) Egress through intervening spaces shall comply wilh section 1014.2 OSSc. Egrcss form a room or space shall not pass through adjoining rooms or areas, cxcept where such adjoining rooms or areas are accessory to the area served. In the dav care area there are several rooms that interconnect with each other. OSSC 1015.1 12) All cxterior exits that are located adjacent to accessible areas and within 6 inches of grade shall be accessible OSSC 1107.3 ISSUANCE OR GRANTING OF A PERMIT OR APPROVAL OF PLANS, SPECIFICATIONS AND OTHER DATA SHALL NOT BE CONSTRUED TO BE A PERMIT FOR, OR APPROVAL OF, ANY VIOLATION OF THE BUILDING SAFETY CODES OR OF ANY OTHER ORDINANCE OF THE CITY OF SPRINGFIELD. The following list of items requires correction, clarification or additional delailing before they can be approved: Adult day care (occupancy group 1-4)(OSSC 308.5) I) Adult day care shall include buildings and structures occupied by persons of any age who receive custodial care for less than 24 hours by individuals other than parents or guardians relatives by blood, marriage or adoption, and in a place other than the home oflhe person cared for. A facility such as the above with six or fewer persons, or group child care homes or family child care homes( located in a private residence) as defined in ORS chapter 657A, shall be classified as R-3. Note: NFP A 101 identifies adult care as any building or portion thereof, used for less than 24 hours for more than 2 persons requiring care, maintenance, and supervision by other than relative 2) An adull care facility that provides accommodalions for less than 24 hours for more that 5 unrelated adults and provides supervision and personal care services shall be classified as 1-4 a. Exception A facility where occupants are capable of responding to an emergency situation without Dhvsical assistance from staff shall be classified as A-3 Educational (occupancy E) (OSSC 305) I) Educational group E occupancy includes, among others, the use as a building or structure, or a portion thereof, by six or more persons at any time for educational purposes through the 12 grade. Religious educational rooms and auditoriums, which accessory to places of religious worship in accordance with section 508.3.1 and have occupant loads ofless lhan 100, shall be classified as A-3 2) .
