Subject: Housing Inspection at 6149 and 6 151 Main Strcet, Springfield, Oregon.
Dear Mr. Green,
At your request, the Community Services Division/Building Safety conducted a housing inspection at the
above address. The inspection revealed items which do not meet the minimum City Housing Code
requirements and must be corrected. They consist of the following:
Structural
. Dryrot is evident in structural members of the building which require repair or replacement.
. Rooms used for sleeping purposes shall have a secondary means of emergency egress directly to the
outside through a door or window having a minimum operable area of 5.7 square feet! 11le minimum
opening dimensions shall measure at least 20 inches horizontally and 24 inches vertically. The height
of the window sill above the interior floor or landing shall be no greater than 44 inches.
. The ceiling height shall be a minimum of 7'6" for at least 50 percent of the existing floor area. All
other rooms including kitchens, baths and hallways may have a ceiling height of not less than seven
feet measured to the lowest projection from the ceiling.
. Every dwelling unit and guest room shall be provided with hcating facilities capable of maintaining a
room tcmperature of 68 degrees Fahrcnheit at a point three feet above the floor in all habitable rooms.
. All stairs having three or more risers shall be provided with handrails on at least one side. Handrails
shall be placed not less than 30 inches or more than 38 inches above the line of nosings of the treads
and shall be continuous the full length of the stairs. The ends of the handrail shall return to a newel
post or wall. Open stair tailings shall have intennediate rails not greater than four inches apart.
Horizontal spacing between vertical members shall be a maximum of four inches at nearest point
bctween the vertical members. The handgrip portion of the rail shall not be morc than 2 5/8 inches in
cross-section or the shape shall provide an equivalcnt gripping surface. A minimum clearancc of not
less than I 1/2 inches shall bc provided bctween the handrail and the wall.
. Stairs shall provide consistent riser and tread dimensions for the full run of the stair. Risers shall not
exceed 8 1/4 inches in height and treads shall be no less than nine inches in depth (front to back).
Maintain a vertical clearance of 6'8" above the stair nosings.
. Smoke detectors shall be installed outside of each separate sleeping area in the immediate vicinity of
the bedrooms and on each additional story of the dwelling, including basements and cellars but not
including crawl spaces and uninhabitable attics.
. Each unit shall have the street address posted on the unit where it can be easily identified by
emergency services.

Plumbing
. All plumbing installations, additions or alterations to the existing plumbing system require plumbing
permits and inspections.
. To prevent the entrance of potentially hazardous sewer gas into the structure, all unused plumbing
connections shall be properly plugged or capped.
. The kitchen sink is not vented, which may allow potentially hazardous sewer gas to enter the structure.
This would be corrected by the installation of a proper venl.
. All residential living units shall have access to complete bathroom mid kitchen facilities including
kitchen sink, bathtub/shower, toilet and lavatory.
Mechanical
. Fuel burning appliances shall be assured a sufficient supply of combustion air. Openings for
combustion air shall be supplied through two openings into the appliance area. These openings shall
communicate directly with the outside air or other open spaces of sufficient size to provide the
combustion air required.
Electrical
. The installation or repair of electrical systems on property which is intended for lease, sale or rent
must be done by an electrical contractor who is licensed by the State of Oregon.
All work done without appropriatc permits shall be converted back to its original use, or you may submit
plans for the work that was done and obtain all the required permits and inspections.
