How did the westerly half become zoned MDR, while the affected parcel remained LOR? 1. How does this potential rezone affects the applicant's future Meausure 37 rights as to the property that is not annexed? 2. Would there be measure 37 rights attaching with the rezone if the Commission elected to place constraints on the 2d half of the process (i.e. the Type II land use review process (Site Plan Review)) because of size and scope not in character with the surrounding neighborhood. .
