HomeMy WebLinkAboutResolution 09-24 06/15/2009 Resolution No. 09-24 Resolution No. 09-24 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD CERTIFYING ELIGmILITY FOR STATE-SHARED REVENUES FROM CIGARETTE, GAS AND LIQUOR TAXES AND APPROVING THE CITY OF SPRINGFIELD'S PARTICIPATION ,IN THE STATE REVENUE SHARING PROGRAM. WHEREAS, ORS 221.760 in summary provides as follows: Section 1. The officer responsible for disbursing funds to cities under ORS 323.445, 366.785 to 366.820 and 471.805 shall, in the case of a city located within a county having more than 100,000 inhabitants according to the most recent federal census, disburse such funds only if the city provides four or more of the following services: 1. Police protection 2. Fire protection 3. Street construction, maintenance and lighting 4. Sanitary sewers 5. Storm Sewers 6. Planning, zoning and subdivision control 7. One or more utility services and WHEREAS, the City of Springfield provides six out of seven municipal services enumerated in O.R.S. 221.760: 1. Police protection 2. Fire protection 3. Street construction, maintenance and lighting 4. Sanitary sewers 5. Storm Sewers 6. Planning, zoning and subdivision control and WHEREAS, a public hearing before the Budget Committee was advertised in a newspaper of general circulation on April 19, 2009 and April 26, 2009; and WHEREAS, a rescheduled public hearing before the Budget Committee was advertised in a newspaper of general circulation on May 4, 2009 and May 8, 2009; and WHEREAS, on May 12, 2009, the Budget Committee held a public hearing on the proposed uses of State Revenue Sharing funds; and WHEREAS, a public hearing before the City Council was advertised in a newspaper of general circulation on June 8, 2009; and WHEREAS, on June 15,2009, the Common Council held a public hearing on the proposed uses of State Revenue Sharing funds Attachment 1 - Page 1 " Resolution No. 09-24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SPRINGFIELD, A Municipal Corporation of the State of Oregon, as follows: Section 1. Approval is given for the City of Springfield to participate in the State Revenue Sharing program for the 2009/1 0 fiscal year, beginning July 1, 2009, and ending June 30, 2010. Section 2. The City Manager is directed to file a certified copy ofthis resolution with the State of Oregon, Executive Department, prior to June 30, 2009. Section 3. This resolution shall take effect upon adoption by the Council and approval by the Mayor. Adopted by the Common Council of the City of Springfield this 15th day of June, 2009, by a vote of 5 for and 0 against.
