Meeting Talking Points:
Implementation of the nodal development overlay district is consistent with the Metro
Plan Diagram Amendment Criteria of Approval found in SDC 5,14-135.C.1&2.
Staff have demonstrated consistency with statewide planning goals and the Metro Plan.
Nodal development is contemplated in adopted planning documents, including a
Conceptual Development Plan for the McKenzie-Gateway area (1994); amendments to
the Gateway Refinement Plan (2005); and adopted RiverBend Master Plan (2006).
This node represents the fifth of six nodes originally contemplated in Springfield:
Downtown, Glenwood, Mohawk and Marcola Meadows have been implemented; this is
number 5; and the Jasper-Natron area will be next. Absence of sanitary sewer service
in the Jasper-Natron area is the primary reason for not implementing nodal development
yet.
The nodal implementation is limited to areas currently inside the city limits, As
properties within the originally contemplated nodal development area request
annexation, the City can determine on a site-by-site basis whether the property is
appropriate to incorporate into the nodal development area.
One written comment in support of the proposal was received from Bonnie Ullmann, who
is a contact person for the Game Farm Neighbors neighborhood association. However,
Ms. Ullmann did not specify whether the comments represent the association's view or
just her personal view. Staff advise that the comment on Attachment 7 should be
accepted as Ms. Ullmann's personal testimony.
