Subject: Referral of Proposed Metro Plan Amendment LRP2008-00016 - Proposed amendments to
maps and tables in the Public Focilities and Services Plan (PFSP) to add, modify) or remove various
stormwater system projects consistent with recommendations in the City's recently-adopted

The proposed amendments to Tables 6, 18, and 19, and to Maps 3 and 8 (all enclosed) are project-
specific and site-specific and are intended to update the PFSP to reflect signifidnt projects that are

completed, eliminated, reconfigufed, or revised since adoption of the Metro Plan in 1982, Three
projects on the original PFSP list are completed, 15 have been re-configured 0\: eliminated, and 14
remain unchanged, Because some of, the projects are located outside the City limits and/or manage

stormwater that is conveyed outside the City limits, Lane County must participate as a decision-
maker. The City of Eugene is not required to participate as a decision-maker, ~ut may do so if the

Eugene City Council adopts a resolution within 45 days of this referral determining that the
proposed amendments have a regional impact. I

The City of Springfield has not scheduled joint meetings at this time, and .will not do so until
j'
confirmation from the City of Eugene that Eugene will or will not participate. In the meantime, staff
requests the participating jurisdictions to provide a list of potential Joint PI~nning Commission
meeting dates during the weeks of May 11-15, May 18-22 and May 26-29, 2009) The Memorial Day
"
holiday (May 25) is excluded from this list of meeting dates. Additionally, the Springfield Budget
"
Committee is meeting on Tuesday nights during the month of May (including May 12, 19 and 26,
2009), so staff requests that meetings on these dates are avoided, If no 'potential dates are
available in May, please advise us of possible dates in June, Springfield staff will schedule the
preferred meeting date and provide notification of the joint public hearing b~sed on the referral
