Subject:' Referral of Proposed Metro Plan Amendment LRP2009-00001 - Implementation of Nodal
Development Overlay for McKenzie-Gateway Area identified as Site 7B in th'e "Potential Nodal
Development Areas for the Eugene-Springfield Metro Area" (TransPlan, Appendi'x A). Provisions for
nodal development in this area also were part of the Gateway Refinementi Plan amendments

amend the Metro Plan diagram to reflect the Nodal Development Overlay District designation for
approximately 169 acres of northwest Springfield, including the Sacred Heart Medical Center
campus,
This post-acknowledgment plan amendment was initiated by the Springfield c'ity Council through
adoption of the amended RiverBend Master Plan in June, 2006. Condition #12!IOf the Master Plan
approval reads: "The City Council hereby initiates the application of the Nodal Overlay Plan
Designation at the entirety of the McKenzie Gateway MDR Site as identified in the Gateway
'I
Refinement Plan." Staff initiated the plan amendment proceedings on January 29, 2009.

The proposed plan amendment location is site specific and is located entirely within the city limits
of Springfield (see attached map). Pursuant to Section 5.14-135,1 of the Springfield Development
Code, approval of a site-specific Type II amendment inside the city limits is the sole responsibility of

the home city. In addition to the aforementioned process, the home city is obliged to send referrals
to the County and non-home city so that they may participate as parties to t~e hearing if that is
their desire.
As detailed on the enclosed public hearing notice, the Planning Commission hearing has been
scheduled for April 21, 2009 and the City Council hearing date is scheduled for May 18, 2009, If you
