Thank you for expressing concerns about the public hearing notice you received last week, An
important purpose of the public hearing notification is to let interested persohs contact the City
to request further infomnation or clarification on the matter. It is the practice of Springfield
Planning to send notification to both property owners and residents, which is why you received
two copies of the public hearing notice.
Dear Mr. Hulett:
There will be two public hearings: one before the Springfield Planning Commission on April 21,
2009 and one before the City Council on May 18, 2009. The Planning Commission will make a
recommendation to the City Council. The public hearings are being held to discuss
implementing additional development standards for about 170 acres of land, including the
Sacred Heart Medical Center and surrounding vacant land. Properties that'! would be affected
by the additional development standards are currently owned by PeaceHealtb and the Womens
Care Center. Zoning for the affected properties is Community Commercial (CC), Mixed Use
Commercial (MUG), Mixed Use Residential (MUR) and Medium Density Residential (MDR),
The Patrician mobile' home park is not affected by the proposed developmeht standards, but is
within the 300-foot public notification area. This is why all Patrician mobile home park residents
should have notice of the public hearings,

The proposed development standards include requirements to make new 'development more
pedestrian and transit-friendly, something that has already occurred on al'small scale at the
hospital site with construction of walking pathways and bus stops. The proposed development
standards also prohibit certain types of businesses that cater to vehicles, including car washes,
automobile and heavy equipment sales and service, RV stores, tire stores, and service stations.

If the City Council adopts the proposed development standards, futur~ commercial and
residential development on the vacant lands surrounding the Sacred Heart 'Medical Center will
have to abide by these regulations. No development proposals have been submitted for the
vacant lands surrounding the hospital. Therefore the timing of development!;of these properties
is unknown right now. '
