Riverbend Nodal Development Implementation
Philip: As we discussed earlier, Planning staff ar.e currently engaged in a plan amendment implementation action for the
McKenzie-Gateway Nodal Development area, which includes the Sacred Heart Medical Center and campus and the
Women's Care Center. Provision for nodal development in this area is identified in several senior planning documents
adopted by the City, including the Eugene-Springfield Metro Area General Plan (commonly referred to as the "Metro
Plan"), the Gateway Refinement Plan, TransPlon, and a Conceptual Development Plan for the Riverbend area completed
in 1994. The Riverbend Master Plan approved in 2005 also contemplates nodal development for this area.
Upon implementation, the Nodal Development Overlay District (NDOl will continue to guide'.development on vacant
commercial, mixed use and residential sites in the Riverbend area. Nodal development areas encourage pedestrian-
friendly and transit-oriented mixed use development, which has already occurred in this area with construction of
extensive pedestrian amenities and the future EmX bus rapid transit line. Details on the NDO District may be found in
Section 3.3-1000 ofthe Springfield Development Code (link: http://acode.uslcodes/sprinl!field-develoomentO. Nodal
implementation should have no app~eciable effect on existing, developed sites such as the Sacred Heart Medical Center
unless significant building additions or new structures are proposed.
Staff are giving you a heads"up on this forthcoming plan implementation action, as the Sacred Heart Medical Center and
campus is within the identified nodal area and therefore is an affected site. Notification to affected and adjacent .
property owners will be sent in the upcoming weeks prior to Public Hearings at the Planning,Commission (scheduled for
