It's too bad they didn't change that CoA to "The City Council hereby designates the entirety of the McKenzie Gateway MDR site Nodal Overlay Plan Designation with Master Plan approval required to determine site specific zoning district application for commercial, mixed-use commercial, and medium density residential zoning as allocated by this refinement plan." I spoke with Linda and Jim yesterday and we've agreed to assign Andy Limbird as lead staff on this PAPA. The DLCD notice will go up next week and the hearing will either by March 17th or April4ih; the 17th is. already scheduled for a joint hearing with LCPC and EPC to change the planning horizon date in TransPlan to 2023 consistent with the work plan approved by LCDC last October. gmott From: Allen Johnson [mailto:alj25@earthlink.net] Sent:Thursday, January 22, 2009 8:58 PM To: MOTT Gregory; GRILE Bill; Bill Van Vactor Subject: Nodal Development and Riverbend 1 found a hard copy of the the March 21, 2005, draft of Exhibit B, Attachment 3, ofthe Conditions of RiverBend Master Plan Approval. Nodal development is addressed mainly at pages 9-14. It says that Terry Moore of EcoNW and the firm of Crandall-Arambula said that Riverbend "has good prospects for provididng an early example of successful nodal development in Springfield." It then says: 1 . "12) Condition of Approval: The City Council hereby initiates the application of the Nodal Overlay Plan Designation at the entirety of the McKenzie Gateway MDR Site as identified in the Gateway' Refinement Plan." Ifthis was adopted by the Council, then the Council initiated application of the NDO Plan Designation at that time. Did that happen? Does anything else need to happen? ' bate Received: / h,,/ ~tlL.
