RE: Requestfor clarification I ~I , Andy, I don't mean to make a big deal of this, and don't disagree w/Bonnie's comments - other than her assertion that the grow1h in the Gateway area, and presumably at RiverBend, has "decreased attractiveness of their properties". Its that kind of comment thai prompted my query as to whether she was speaking for GFN or herself. I commonly see properties for sale in the area marketed as being proximate to RiverBend, and believe our development has had1a positive effect on values. 'I And although Peace Health may not formally be a member of the GFN, like the WUN, I'd like t6 make sure we are noticed when meetings occur and have the chance to participate. " Ms. Ullmann's participation and leadership in the GFN was somewhat blurred by her stated position as a member of CHOICES, the advocacy group that formed to oppose the hospital development in Gateway. ,Which is why I'd like to make clear when she speaks for a larger group, and when she speaks for herself. . Staff consider the Game Farm ;Neighbors as inactive or "dormant" because they do not actively meet at least monthly in accordance with City policies for recognition of citizen groups (see attached). Similar to most "dormant" neighborhood groups in the city, activity ~.nd interest ebbs and flows - usually depending upon development issues affecting the area. Planning staff still notifies .inactive citizen groups of development proposals in their neighborhood as a courtesy. Occasionally, responses are re~eived. ,. " " According to the description in the Game Farm Neighbors bylaws (attached), participants must be a "resident" within " the ania described as north of Harlow Road, south of the McKenzie River, east of 1-5 and west of Manor Drive. You may wish to present your case to the Game Farm Neighbors that Peace Health is a "resident" with'in the described geographical area. I contacted Ms. Ullmann directly to verify the nature of her comments (ie. persona! viewpoint, or as a spokesperson for the Game Farm Neighbors). I was unable to speak with her in person, but I left a voice message. I will clarify the nature of the written comment at"tonight's Planning Commission meeting unless I get a response from Ms. Ullmann confirming that the comments were made on behalf of the Game Farm Neighbors. " While Bonnie has been active in GFN over the years, and presided as head of the neighborhood group through our planning process and the numerous presentations and meetings wlGFN that I participated in,',1 don't see anywhere in her e-mail where she purports her comments to be representative of the GFN. In fact, I'm not sure if she is still the nominal leader of the GFN, if the neighborhood group even meets, or if they ever considered this appfication in an open meeting of the membership or their board, whomever that may consist of currently. ' " My point is simply that the staff report should accurately represent Bonnie's support for the INDO as her own, and not on behalf of the GFN. I believe PeaceHealth should be within the boundaries of the GFN, but could you please confirm? And could you please confirm if the group is active or not, and who their readership is (if not Bonnie)? It'd be good to have current contact info as necessary. Finally, could you please send me a copy of the by-laws for the GFN, if there are any? I'm interested to know if PH is eligible to membership in the GFN or not (I know in Eugene, the West University Neighbors bYelaws are such that only residents - renters or owners - are allowed to be members, not non-resident prpperty owners). Not trying to stir any1hing up here: just want some clarification.
