January 19, 1988 Dr. Clark Roeder 1717 Centennial Blvd. Springfield, OR 97477 Dear Dr. Roeder: The Springfield City Council approved a number of changes to the Springfield Development Code in November, 1987. Many of the changes were made in response to issues raised by property owners and citizens. A change which may be of particular interest to you involves internal illumination of non-residential signs within residential districts. In 1985 the City Council upheld the Building Board of Appeals decision regarding the variance request for height and li9hting standards for your sign at 5892 Main Street. One of the Special Conditions of the approval stated that "The sign must be externally illuminated with the li9hting directed away from Main Street." In the two years following your request, we received a number of other requests for internally illuminated si9ns in residential districts. After consulting with sign industry representatives and recognizing continuing innovations within the industry, staff proposed and the City Council adopted the Code revision which is enclosed. Section 16.080 (4) states the standards for illumination of non-residential signs in the residential district. If you determine that you would like to have an internally illuminated sign at 5892 Main Street, please contact our office for the appropriate permits.
