Dear Mr. Large:
This office represents the City of Springfield Building Depart-
ment in the enforcement of city ordinances, including the
Springfield Sign Ordinance.
It is my understanding that on August 27, 1981, you filed an
application with the City of Springfield Board of Appeals requesting
a variance from Section 9-7-11(3) of the .Springfield Sign
Ordinance to "install a reader board on existing sign, approxi-
mately 2 feet x 8 feet" at property located at 5846 Main Street,
Daren Engle Real Estate. A copy of your Request for Hearing is
attached hereto for your information and review. On November 12,
1981, the City of Springfield Board of Appeals met in the-Springfield
City Hall. The first item of new business was request number
81-19, Daren Engle Real Estate, asking for a variance from
Section 9-7-11(3) of the Springfield Sign Ordinance in order to
install a reader board on the existing sign located in the R-P
(Residential-Professional) zoned property. The Minutes for that
meeting, attached for your review and information, indicate that
you were present to represent the applicant. The Minutes also
indicate that you were provided an opportunity to explain the need
to add a reader board to the existing sign for the purpose of
advertising property on which you had listings. The Minutes
from that meeting indicate that your request for variance was
denied'. The Minutes further indicate that you were told 'an
appeal of that denial could be made to the Springfield Planning
Commission. .
No appeal of that decision was made.
On November 24, 1981, a "Notice of Decision" signed by Art
Paz, Chairman, Board of Appeals, informed you in writing that the
variance had been denied and the reasons for the denial. A copy
of that Notice of Decision is attached ,for your review and informa-
tion.

On February 8, 1982, Sally Johnson, Environmental Inspector,
Building Department, City of Springfield, noticed that a reader
board had been erected on the sign in question. The reader
board was erected without a permit, in violation of the
Springfield Sign Ordinance, and in contravention' of the decision
of the Board of Appeals.
If erection of the reader board was merely inadvertent; we request
that you take whatever'action is necessary to remove the sign
and bring the premises at 5846 Main Street into compliance with
the Springfield Sign Ordinance. Sally Johnson (telephone number
726-3753) would be happy to assist you in responding to any
questions.
If erection of the reader board was a conscious disregard of the
requirements of the City of Springfield, please be informed that
the City will take appropriate action to compel your compliance
with the Springfield Sign Ordinance. Such appropriate action
may include commencement of an action in the Springfield
Municipal Court.
I am sorry to bother you with this matter, however, your reader
board is in violation of the Springfield Sign Ordinance. Would
you please convey to either Sally Johnson or myself by March 8,
1982, your intentions with respect to this sign.
