July 31, 1979
.':;:
, MEMO TO: Sally Johnson ,Building Inspector
FROM: Kevin Roberts, traffic Administrator
SUBJECT: Strong's Plants, 5809 Main Street
J
This is a follow-up to our inspection of the subject property on July 30,
1979. As'we discussed, the current use of the property appears to be in
violation of the Zoning Ordinance. The site is primarily being used as a
horticultural retail outlet in a RA Zone without a conditional use permit.
The existing use of the property presents ser,i:ous traffic safety problems.
The driveway serving the premises has inadequate width to accommodate two
way traffic turning onto or from Main Street. Vehicles negotiating a left
or right turn into the driveway from Main Street would be in direct conflict
with a vehicle waiting to exit the ,driveway or a vehicle approaching the
driveway from within the site.
The site does not have parking stalls delineated, nor is there a defined
vehicle turnaround so vehicles do not back out onto Main Street. , The
driveway from Main Street and the area being utilized for customer parking
is not paved. In order to comply with City standards and requirements of
the Department of Environmental Quality, the parking and ciruclation area
must be paved to reduce air pollution (particulate matter).
Should you require additional information or have any questions, please advise.

CITY OF SPRINGFIE[O-
August 31, 1979
TO:
Dick Johnson, Planning Director

FROM:
Sally Johnson, Environmental Inspector
SUBJECT: ~lrs. Ina Strong, Conditional Use Permit Application For a Plant
Business At 5809 ~lain Street
The above property is currently being used as a horticultural retail business
in an RA Zone. Mrs. Strong has applied for a conditional use permit in order
to conform to applicable City Codes and support a legal use on the property.
However, after a July 30, 1979 inspection of the premises by Kevin Roberts,
Traffic Administrator, and myself, it is evident that unless certain aspects
of the business are eliminated or altered, the property may not be in con-
formance with code requirements even if the conditional use permit is granted.
The following items may be in violation of the Springfield Zoning Code and/or
Uniform Building Code as adopted by the City of Springfield:
1. The plants for sale are not raised on the property, although Mrs. Strong
informs us that she will start raising the plants on the same site next
growi!1g season.
2. Other items, such as macrame hangers and plant pots were being sold in
conjunction with the plants.
3. Two signs, approximately four feet by eight feet each; one an identity,
and one a non-identity sign, are displayed on the property.
4. A greenhouse has been partially erected without a building permit.
5.

regarding potential traffic hazards relative to the business.
